Scope of Work

- Government-Owned, Government-Operated (GO-GO): Current state, NWS procures and maintains hardware.
- Government-Owned, Contractor-Operated (GO-CO): NWS procures hardware; commercial provider handles field installation, preventive maintenance, and emergency services.
- Contractor-Owned, Contractor-Operated (CO-CO) / "Data-as-a-Service" (DaaS): NWS subscribes to quality-controlled data streams from commercial or state-level operators, without owning hardware or managing field logistics.
Information is sought on:
- Hardware Solutions: Commercially available All-in-One (AIO) weather stations and optional snow sensors meeting NWS/WMO standards, including lifecycle, reliability, supply chain, and pricing.
- Installation & O&M (GO-CO): Turnkey field services, including installation, maintenance, repair, and communication services, with costing and risk details.
- DaaS Solutions (CO-CO): Subscription-based meteorological data streams, mesonet infrastructure, open-data standards, and pricing for climatological datasets.
- Contract Structuring: Recommendations on CLINS, performance metrics, contract types, transition risk, and Government-Furnished Information (GFI).
