Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Air Force, AFRL/Information Directorate, has issued Broad Agency Announcement (BAA) FA8750-24-S-7003, titled "Coordinating Austere Nodes through Virtualization and Analysis of Streams (CANVAS)." This open, two-step BAA seeks innovative research to develop capabilities for continuously orchestrating command and control (C2) processes in Agile Combat Employment (ACE) environments through distributed workflow execution. The goal is to enhance flexibility and adaptability in dynamic operational settings, supporting the Air Force's strategy for distributed forces. White papers are accepted until May 21, 2029, with specific suggested submission dates for funding alignment.
Scope of Work
The CANVAS program aims to develop a system prototype for distributed task execution, assuming contested and degraded environments. It focuses on two Technical Areas (TAs):
- TA1: Virtualization and Visualization of Distributed C2 Workflows — Developing capabilities for commanders to visualize C2 processes, simulate changes, and analyze mission outcomes. This includes Policy Generation, Tradeoff Analysis, Conditions-Based Authorities Propagation, Intent Validation, Intent-Based Orchestrator, and a Visualization Dashboard.
- TA2: Decentralized Execution of Distributed C2 Workflows — Developing components for orchestrating C2 tasking across austere nodes, managing mission thread intent, and optimizing resource allocation.
- Note: For FY25, only white papers for TA1 components in WHITE will be considered.
Contract Details
- Estimated Funding: Approximately $24.9M total. Individual awards typically range from $200K to $3M over 48 months, with potential for higher values.
- Anticipated Awards: Multiple awards are anticipated, including Procurement Contracts, Other Transactions (OTs), grants, or cooperative agreements. OTs for Prototype may lead to follow-on production contracts.
- Eligibility: All qualified offerors. Foreign participation is generally restricted, with exceptions for fundamental research. U.S. citizenship is typically required for personnel accessing USAF bases/networks.
- Set-Aside: None specified.
Submission & Evaluation
This is a two-step process: initial white paper submissions, followed by invited formal proposals.
- White Paper Due Dates:
- FY25: June 28, 2024 (TA1 ONLY)
- FY26: June 15, 2025
- FY27: June 15, 2026
- FY28: June 15, 2027
- FY29: June 15, 2028
- White papers are accepted until May 21, 2029.
- White Paper Format: 3 pages, double-spaced, 12pt font, covering Title/Admin, Task Objective, and Technical Summary/Deliverables.
- Evaluation Criteria (Assistance Instruments): White papers must demonstrate commitment to Gold Standard Science (GSS), produce demonstrable results, advance President's policy priorities, and avoid promoting discriminatory or anti-American values. Full evaluations consider technical merits, relationship to DOW missions, cost/price, and risk assessments.
- Security Risk Review: Proposals are subject to a Security Risk Review, requiring submission of SF424, Senior and Key Person Profile Worksheet, and a Security Program Questionnaire.
