Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The National Aeronautics and Space Administration (NASA) Shared Services Center (NSSC) intends to issue a sole source contract for a Coriolis Flow Meter Engineering Development Unit (EDU) for Cryogenic Spaceflight Applications. This requirement is for a flight functional/performance representative sensor and transmitter to validate spaceflight hardware requirements. Interested organizations must submit capabilities by February 25, 2026, 7 a.m. CST.

Purpose & Rationale

NASA/NSSC plans to procure a Coriolis flow meter EDU, field mount transmitter, and associated components as commercial items under FAR Part 12 and 13. This is designated as a sole source acquisition to CHASE SUPPLY, INC. (a distributor of Emerson Micro Motion flow meters) based on FAR 13.106-1(b)(1)(i). The rationale stems from extensive market research (RFI, RFQ) that identified no other capable vendors, the unique characteristics of the Emerson Micro Motion Coriolis flow meter, and NASA's significant prior investment in developing custom electronics specifically for this sensor. Acquiring a different system would hinder critical cryogenic refueling and transfer operations and void previous investments in addressing STMD Shortfall 792.

Scope of Work

The requirement is for one (1) flight functional/performance representative Coriolis flow meter EDU sensor and transmitter. Key deliverables include:

  • Coriolis Flow Meter Sensor: 1/4 inch (DN6), 316L stainless steel tubing, specific process connections, electronics interface, and calibration options.
  • Coriolis Flow Meter Transmitter: 5700 field mount transmitter with specific mounting, power, display, output hardware, and conduit connections.
  • Additional Items: One sensor unit, one transmitter, one standard-length connecting cable, and one Certificate of Compliance.

Contract Details

  • Contract Type: Special Notice (Sole Source Intent)
  • NAICS Code: 334516 (Combination And Miscellaneous Instruments)
  • Place of Performance: NASA Kennedy Space Center, Central Supply, Kennedy Space Center, FL 32899.
  • Period of Performance: 20 weeks from contract award to hardware delivery.

Submission & Evaluation

This notice serves as an intent to sole source. However, interested organizations may submit written capabilities and qualifications to the identified point of contact. These submissions will be evaluated solely to determine if the procurement should be conducted on a competitive basis. The government retains sole discretion in this determination. Oral communications are not acceptable.
