Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial items, constituting the sole solicitation for Corn Fertilizer. Offers are being requested, and a separate written solicitation will not be issued. The acquisition is set-aside for small business concerns.

• The primary requirement is for Corn Fertilizer, as detailed in the attached Statement of Work (Attachment 2).

• Vendors must be active and registered in the System for Award Management (SAM.gov) at the time of quote submission and award.

• Anticipated contract type: Firm-Fixed Price.

• The government intends to make one award.

• Quotes are due no later than 10:00 am Mountain Time on Tuesday, January 27, 2026.

• Quotes must be submitted electronically via email to frank.palmer@usda.gov. Faxed or hard copy quotes are not allowed.

• Award will be made to the responsible vendor whose quote conforms to the solicitation and is the Lowest Price Technically Acceptable (LPTA).

• Evaluation factors: 1. Capability of meeting requirements in the Statement of Work (pass/fail), and 2. Price.

• Quotes must be valid for at least 60 days after receipt.

• Delivery is F.O.B. destination.

• This acquisition is a Total Small Business Set-Aside.

• The North American Industry Classification Standard (NAICS) code is 325314, with a small business size standard of 550 employees.

• The solicitation incorporates FAR and AGAR clauses and provisions by reference. Full text may be accessed at www.acquisition.gov.

• Key clauses include those related to terms and conditions, contractor employee whistleblower rights, combating trafficking in persons, Buy American-Supplies, and Anti-Discrimination and Diversity, Equity, and Inclusion (DEI) Compliance.

• Vendors must be registered in SAM.gov to be considered.

• Quotes must be submitted electronically via email to frank.palmer@usda.gov. No faxed or hard copy quotes are allowed.

Statement of Work (SOW)

To procure corn starter fertilizer and sidedress fertilizer with tender delivery and use for the Prairie du Sac farm.

• The Prairie du Sac farm requires corn starter fertilizer and sidedress fertilizer with tender delivery and use for corn acres.
• Corn is produced for grain and silage needs of the research dairy herd.

Part 1: Corn starter fertilizer, tender delivery, and use

• Quantity: 2400 gallons
• Ingredient: Till- It Gold Zone Ultra (6-24-6)/ 0.02% B/ 0.15% Chelated Zinc
• Delivery approximately between 4-15-2026 and 5-30-2026.

Part 2: Summer sidedress fertilizer for corn, tender delivery, and use

• Quantity: 8670 gallons

• Ingredient: 32% liquid urea-ammonium nitrate (32-0-0)

• Quantity: 981 gallons

• Ingredient: Ammonium thiosulfate (ATS; 12-0-0-26S)

• Delivery approximately between 5-30-2026 and 7-15-2026.

• Must specialize or have experience in starter fertilizer mixing.

• Must have experience delivering fertilizer with a tender trailer, including pump and 2-inch hose for filling planter tanks and liquid N application equipment.

• Must allow farm use of the tender trailer when starter fertilizer is loaded.

• Must be able to deliver within 3 days of ordering.

• Quotes must include delivery charge and tonnage tax, if applicable.

• Delivery for Part 1: Approximately April 15, 2026, to May 30, 2026.

• Delivery for Part 2: Approximately May 30, 2026, to July 15, 2026.
