Scope of Work
The objective is to deliver a fully executable design for a modernized, consolidated foundry facility. This includes integrating disparate workflows from Building 208 into a single optimized footprint and providing space for new RIA-JMTC capabilities. The design must encompass robust site and utility upgrades, including significant mechanical, electrical, and plumbing enhancements to support large electrical demands. Complex site preparation across a 2.6-acre area is required, necessitating the demolition of legacy infrastructure such as old railroad lines, retaining walls, and various pavements. Environmental and safety compliance is critical, addressing stormwater and air emissions permitting, remediation of potential soil contamination from a historical coal pile, and mitigation of Munitions and Explosives of Concern (MEC). Additionally, the expanded facility must incorporate new covered loading ramps, loading docks, and high-capacity overhead doors. The outcome will be a shovel-ready technical package for a planned construction start in March 2028.
Contract & Timeline
This Special Notice anticipates a competitive CIR issuance on or after June 18, 2026, with an estimated closing date 30 calendar days after issuance. The resulting OTA will be a fixed-price agreement with incremental payments made upon completion of specific milestones, over a 12-month period of performance. A non-competitive follow-on production OT may be awarded after successful prototype completion. This notice was published on June 11, 2026.
