This effort aims to strengthen the U.S. Manufacturing and Defense Industrial Base.

Scope of Work

The objective is to design and construct two distinct manufacturing/QA spaces. These facilities will house a large-scale press forging manufacturing capability and recoil simulation testing for artillery systems, along with all necessary supporting operations.

Contract & Timeline

  • Type: Special Notice (for a future competitive Cornerstone Initiative Request)
  • Contract Vehicle: Expenditure-based Other Transaction Agreement (OTA) under 10 U.S.C. § 4022
  • Period of Performance: 27 months (for the prototype OTA)

Eligibility & Evaluation

This CIR is restricted to Cornerstone consortium members. Entities must have begun the membership process for their submission to be reviewed and must be full members with a signed Cornerstone Consortium Management Agreement to be awarded an OTA task. Whitepaper proposals will be solicited, with incremental payments made upon completion of specific milestones. A non-competitive follow-on production OT may be awarded after a successful prototype.
