The U.S. Army Combat Capabilities Development Command – Chemical Biological Center (DEVCOM CBC), in conjunction with Army Contracting Command – Rock Island (ACC-RI), on behalf of the Office of the Secretary of Defense (OSD) Industrial Base Policy Innovation Capability and Modernization office, intends to issue a competitive Cornerstone Initiative Request (CIR) for Ferrous & Non-Ferrous Alloy Melt Capacity. This CIR is restricted to Cornerstone consortium members and aims to establish critical melt and remelt capabilities within the domestic supply base.

Scope of Work

The objective is to solicit proposals for establishing specific melt and remelt capabilities to address domestic supply inadequacy. This includes:

  • 30,000 Metric Tons (MT) non-ferrous and ferrous primary melt output annually (combined).
  • At least 14,000 MT Non-Ferrous remelt output annually.
  • At least 30,000 MT Ferrous remelt output annually.

Contract & Timeline

  • Type: Expenditure-based Other Transaction Agreement (OTA) with incremental payments upon milestone completion.
  • Period of Performance: Estimated 60 months.
  • Follow-on: A non-competitive production OTA may follow a successful prototype.
  • Issuance: On or after February 9, 2026.
  • Estimated Closing: 30 calendar days after issuance.
  • Published: January 26, 2026.

Eligibility & Requirements

This CIR is restricted to Cornerstone consortium members. To be eligible for proposal review and an OTA award, entities must:

  • Have begun the Cornerstone membership process.
  • Possess an active registration in SAM.gov.
  • Maintain a favorable status in Federal Awardee Performance and Integrity Information Systems (FAPIIS).
  • Be members of the Cornerstone Consortium with a signed Cornerstone Consortium Management Agreement.
