Performance Work Statement (PWS)

This PWS outlines the requirements for contractor support to the U.S. Army Corps of Engineers (USACE) in administering the Corps Water Infrastructure Financing Program (CWIFP). CWIFP provides federal credit assistance for eligible water resource infrastructure projects.

The contractor will provide expertise in areas such as underwriting, accounting, project and borrower eligibility screening, and FCRA compliance. Key tasks include:

• Loan Underwriting Support: Assisting USACE in underwriting up to five loans, including reviewing application materials, participating in borrower meetings, coordinating with transaction teams, conducting credit modeling and analysis, and preparing credit reports.
• Budget Information Development and FCRA Support: Supporting USACE in preparing responses to budget data requests and data entry for the President's budget. This includes reviewing credit subsidy calculations, providing guidance on estimates and reestimates, and addressing FCRA-related questions.
• Federal Credit Program Training (Option): Developing and conducting training courses on federal credit programs, including underwriting, reestimates, and accounting practices.
• Loan Application Review Assistance (Option): Supporting USACE in assessing the creditworthiness and eligibility of applicants for CWIFP funding.
• Third Party Credit Risk Assessment (Option): Conducting independent credit assessments of USACE's underwriting efforts for specific loans.
• Accounting Support (Option): Assisting USACE in refining financial systems and procedures for accounting tasks related to federal credit programs.

Performance will be evaluated based on the quality and timeliness of deliverables, with acceptable quality levels defined for each task area. The government will monitor performance via a Quality Assurance Surveillance Plan (QASP).

• Place of Performance: Contractor's site.

• Period of Performance: The base contract period will not exceed 5 years from the date of award. Specific task periods of performance are detailed within the PWS, with options extending beyond the base period.

• Non-Personal Services: Contractor personnel shall not perform inherently governmental functions and must clearly identify themselves as contractor employees.

• Contract Administration: Contractor must assign appropriate resources, maintain a single point of contact, and manage subcontractors.

• Materials: Materials purchased under the contract become government property.

• No ODCs or Travel: No Other Direct Costs or travel are required.

• Security: Contractor personnel may require access to government facilities for meetings and must comply with security requirements, including training and potential vetting if logical access is needed. The work is UNCLASSIFIED.

• AI Disclosure: Full disclosure of any AI usage is required.
