Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the Statement of Work and Technical Specifications for corrosion control and exterior painting of Building 417 at Patrick Space Force Base (PSFB), Florida. The work involves preparing and painting an 8' x 20' metal Conex owned by the 46th Test Squadron.

• Site Preparation: Cleaning, de-rusting, and de-scaling to a sound substrate.

• Exterior Painting: Includes ancillary work such as removing and reinstalling minor appurtenances, protecting workers and facilities, ensuring environmental protection, and restoring adjacent areas.

• Surface Preparation: Detailed requirements for cleaning, pre-cleaning, and preparing surfaces, including methods for removing grease, oil, salts, dirt, and corrosion.

• Product Application: Specifications for applying paint, including requirements for spray, brush, and roller application, stripe coats, and defect repair.

• Stenciling: Repainting or preserving existing facility markings.

• Surface Cleanliness: Specific limits for soluble chloride, ferrous, and sulfate ions.

• Paint Application: Adherence to manufacturer's instructions, proper application techniques, and achieving specified dry film thickness (DFT).

• Warranty: A single-source, unconditional three-year labor and materials warranty starting upon Government acceptance.

• Location: Patrick Space Force Base (PSFB), Florida.

• Working Hours: Normally 7:30 AM to 4:00 PM, excluding weekends and Federal Holidays. Extended hours may be authorized for major utility outages.

• Installation Access: Contractor personnel require badging through the Defense Biometric Identity System (DBIDS) and must comply with REAL ID Act requirements for identification.

• Vehicle Inspection: Commercial vehicles entering the Oversized Vehicle Search Area require mandatory inspection.

• Environmental Protection: Compliance with all applicable Federal, State, and local environmental regulations.

• Quality Control: Contractor is responsible for providing, inspecting, and documenting quality.

• Waste Disposal: Proper handling, packaging, labeling, storage, and disposal of all waste, with the Government handling hazardous waste.

• Submittals: Product Data Sheets (PDS), samples, and color proofs are required.

Solicitation / RFP / RFQ

This is a Request for Information (RFI) for market research purposes, not a solicitation. The Patrick Space Force Base is seeking information regarding a potential requirement for small business set-aside. The anticipated RFQ number is FA2521-26-Q-B094.

The requirement involves providing labor, equipment, and materials to make repairs, prepare, and paint the exterior of building 417, an 8' X 20' metal Conex owned by the 46th Test Squadron, Operating Location ‘A’. A Performance Work Statement (PWS) is referenced.

Interested firms should submit a capabilities package outlining their ability to provide the required services, including management and labor. The package should include no more than three past references with contact information and contract numbers. The capabilities package should not exceed 5 pages. Responses are due by 1:00 PM Eastern on May 26, 2026.

The requirement is being considered for a small business set-aside program. The proposed NAICS Code is 238320, with a size standard of $19,000,000. The government is interested in capabilities from any size business but is conducting market research to determine interest, capability, and socio-economic category of potential sources. Interested parties should submit their business size (annual revenues and employee size), business status (e.g., 8(a), HUBZone, SDVOSB, WOSB, EDWOSB, or small business), anticipated teaming arrangements, and a description of similar services offered.
