Cost Estimating Modeling Data Analytics and Research (CEMDAR) RFI

Statement of Work (SOW) / Performance Work Statement (PWS)

To strengthen, accelerate, and elevate the Air Force Cost Analysis Agency's (AFCAA) cost estimating and analysis capabilities by developing and implementing advanced data analytics, modeling, and research tools and methods. The goal is to improve the efficiency, effectiveness, and volume of analytic decision support, shifting from desktop-based tools to cloud-based platforms and integrated databases.

The contractor will develop enterprise datasets, methods, and tools for cost estimators to create an up-to-date, searchable, user-friendly, and centrally available data and method repository. Key tasks include:

• Task 1 (Enabling): Obtain permissions to access government-held data, requiring Non-Disclosure Agreements (NDAs) with AFCAA and OSD CAPE, and identify Organizational Conflicts of Interest (OCI).
• Task 2 (Enabling): Develop a Plan of Action and Milestones (POA&M) detailing the approach for data ingestion, curation, analysis, and other task requirements.
• Task 3 (Core): Design, develop, and implement automated data pipelines to integrate disparate data sources into a unified data environment for cost, schedule, and technical analysis. This includes data architecture design, data source identification and assessment, data pipeline development, data ingestion and transformation, and data repository development and maintenance.
• Task 4 (Core): Conduct in-depth cost, schedule, and technical analyses and studies, develop predictive models, custom applications, and visualizations, and deliver actionable recommendations. This involves data analysis, model development, application/tool development, and deployment within or outside the CADOM ecosystem.
• Task 5 (Core - Option CLIN): Update and maintain an existing AFCAA Contracts Database, incorporating new programs and features, and providing user guides and training.
• Task 6 (Core - Option CLIN): Provide support to the Air Force Cost Analysis Agency (AFCAA) for the Cost and Software Data Reporting (CSDR) process for ACAT I level DAF programs.
• Task 7 (Surge Support - Option CLIN): Provide additional expertise from cost estimators, data scientists, and technical subject matter experts as needed.
• Task 8 (Surge Support - Option CLIN): Similar to Task 7, but for O&M funded efforts.

Performance is expected at the contractor's own facilities. Specific details regarding the period of performance are not provided in this document but will be outlined in the contract.

• Knowledge, Skills, and Abilities (KSA): Requires personnel with specific expertise in data science, cost estimating, program management, and subject matter expertise in various defense systems (Aircraft, Space and Launch, Tactical Missiles, Ballistic Missiles, Software, Operations and Support).
• Security: Minimum SECRET clearance required, with potential for TOP SECRET for specific tasks. Compliance with security instructions and classification specifications is mandatory.
• Deliverables: Include signed NDAs, status reports, POA&M, Task 3 & 4 products (studies, reports, code, notebooks, datasets, etc.), endorsement letters, meeting materials, and travel reports.
• Data Rights: Governed by DFARS clauses; contractor must provide deliverables in an accessible and usable format for the Government.
• Associate Contractor Interface: Interactions with other contractors are governed by an Associate Contractor Agreement and managed through the COR.
• Quality Control: Contractor must develop and maintain an effective quality control program.

This document is a Comment Resolution Matrix (CRM) intended for vendors to provide feedback on the draft Cost Estimating Modeling Data Analytics and Research (CEMDAR) Performance Work Statement (PWS).

• Instructions: Vendors are instructed to review the draft PWS and complete columns B through G of the CRM to provide feedback and suggested edits.
• Comment Types: Feedback should be categorized as Administrative (A), Substantive (S), or Critical (C).
• Government Decision: The government will indicate their decision on each comment as Accept (A), Reject (R), or Accept with Modification (M), providing a rationale for rejections or modifications.
• Matrix Columns: The matrix includes fields for Item #, Source Document, Comment Type, Page #, Line #, the original Comment, proposed change, Rationale, Government Decision, and Notes/Response.

This CRM is a crucial tool for vendors to influence the final PWS. By providing structured feedback on the draft PWS, bidders can help clarify requirements, correct errors, and ensure the PWS accurately reflects the intended scope of work, thereby impacting the final solicitation and their ability to propose effectively.
