Scope of Work
The AFCAA seeks to improve cost estimating capabilities through four key objectives:
- Improve Data Quality: Enhance the quality and availability of data for cost estimators.
- Build Integrated Databases: Develop centralized, enterprise relational, and integrated cost, schedule, and technical databases using data science best practices.
- Optimize Data Use: Build capabilities to optimize cost estimators' use of larger datasets.
- Develop Authoritative Tools: Provide centrally available datasets and develop cost estimating relationships, schedule estimating relationships, technical estimating relationships, benchmark tables, dashboards, visualizations, and cost models.
The Performance Work Statement (PWS) outlines tasks including obtaining data access permissions, developing a Plan of Action and Milestones (POA&M), designing and implementing automated data pipelines, conducting in-depth analyses and model development, and providing support for the AFCAA Contracts Database and CSDR process. Performance is expected at the contractor's facilities, requiring personnel with expertise in data science, cost estimating, and program management, with minimum SECRET clearance.
