Quick Summary

The Air Force District of Washington (AFDW) Contracting Directorate, in collaboration with the Air Force Cost Analysis Agency (AFCAA), is conducting market research for the Cost Estimating Modeling, Data Analytics, and Research (CEMDAR) requirement. This Special Notice announces a virtual Industry Day to discuss requirements and identify potential sources. Interested vendors must email their interest by March 20, 2026, at 5 pm EDT.

Scope of Work

The anticipated contract aims to enhance AFCAA's cost estimating and analysis capabilities through research and development for CEMDAR, leveraging advanced technologies and data science. The contractor will be responsible for:

  • Data Architecture & Pipelines: Designing, developing, and implementing robust, automated data pipelines to integrate disparate data sources. This includes data architecture design, source identification, pipeline development, ingestion, transformation, and repository maintenance.
  • Data Analysis & Model Development: Performing in-depth cost, schedule, and technical analyses; developing predictive models, custom applications, and visualizations; and providing actionable recommendations.
  • Application & Tool Development: Designing custom applications and tools to support cost, schedule, and technical estimating, including deployment into the CADOM environment.
  • Support Services: Updating an existing AFCAA Contracts Database, supporting the Cost and Software Data Reporting (CSDR) process, and providing surge support for Research, Development, Test, and Evaluation (RDT&E) and Operations & Maintenance (O&M) requirements.
