This notice is for market research purposes only and is not a solicitation. Responses will inform future acquisition decisions for an anticipated Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Responses are due by March 19, 2026, at 2:00 pm CT.
Scope of Work
The IDIQ will provide AE Cost Engineering Services for Civil Works, Military, Defense Health Agency, and Interagency/International Services CONUS and OCONUS Programs within the Mobile District's Area of Responsibility. Services include, but are not limited to:
- Value engineering.
- Development of Independent Government Estimates (IGEs) for various procurements.
- Cost estimates for all project stages (planning to construction).
- Application of contingencies and risk analysis.
- Internal quality control/assurance and review meetings.
- Implementation of cost engineering guidance from higher authorities.
- Field reviews of district commands' cost quality management.
- Certification of project cost estimates and changes.
- Review of bid results and bid mistakes.
- Technical assistance on cost engineering issues, including historical data.
- Support for Microcomputer Aided Cost Estimating System (M-ACE).
- Development of cost engineering products, schedules, and risk analysis.
- Cost quality management and provision of quality cost resources.
- Support for all Civil Works project phases (reconnaissance, feasibility, P&D, construction, OMRR&R).
- Provision of total project costs, summaries, baseline estimates, and total cost management.
Firms must have, in-house or via consultants, expertise in Architectural, Structural, Civil, Mechanical, Electrical, Value Engineering, and Scheduler disciplines, with professional registration where applicable.

Submission Requirements
Responses are limited to eight (8) pages or less and must be submitted via PIEE. Required information includes:
- Offeror's name, address, points of contact (phone, email).
- Business size/classification (e.g., Small Business, HUBZone, 8(a), SDVOSB, WOSB).
- Description of firm's capability, personnel, management, and capacity to execute at least three (3) task orders simultaneously.
- Past performance/experience (no more than five (5) projects, 100% complete within the last five years) on IDIQ contracts of similar scope, demonstrating relevant Cost Engineering experience. Include project title, location, description, offeror's role, contract value, client contact information, and quantifiable contribution percentage. Prime Contractor experience is required, and subcontracting team experience should be included.
