Evaluation
Subject to funding, the CIR will utilize a two-step evaluation process. Offerors will first submit a white paper outlining their technical solution and a Rough Order of Magnitude (ROM) cost estimate. Following down-selection, chosen offerors will then submit a full technical and cost proposal for final award consideration.
