Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (Request for Quotation - RFQ) for commercial items, specifically for annual preventive maintenance and emergency repairs for USDA's Cotton Balers located at the Florence, SC USDA Classifying Facility. This announcement is the sole solicitation, and no separate written solicitation will be issued.

• Annual Preventive Maintenance: Includes inspection and servicing of hydraulic systems, electrical systems, and mechanical/structural components. Requires a detailed annual maintenance report.

• Emergency Breakdown Repair Services: Rapid-response services for baler failures, requiring acknowledgment within 24 hours and on-site service within 24-36 hours of notification. A 24/7 emergency contact number must be maintained.

• Parts Availability: Contractor must maintain access to a reliable supply chain for baler parts and demonstrate the ability to obtain critical components within a reasonable timeframe.

• Documentation: Detailed service reports are required within 48 hours of completing repairs.

• Traceability: All parts must have clear traceability to the Original Equipment Manufacturer (OEM).

• Contract Type: Anticipated Firm Fixed Price (FFP) Blanket Purchasing Agreement (BPA).

• Period of Performance: Five (5) years, from 04/27/2026 to 04/26/2031.

• Award: One award is anticipated.

• Submission: Quotations must include pricing for all individual line items to be considered responsive.

• Evaluation: Quotes will be evaluated based on Technical Approach, Price, and Past Performance to determine the best value to the Government.

  • Technical Approach: Evaluates the offeror's ability to meet schedule requirements and provide OEM parts, with a detailed explanation of any unaccomplished requirements.
  • Price: Will be evaluated for fairness and reasonableness.
  • Past Performance: Assessed based on prior contract performance, including quality, timeliness, cost control, and business relations.
