Scope of Work
The DCSA seeks a comprehensive, vendor-hosted, and managed Software-as-a-Service (SaaS) solution for the Department of War (DoW) to transform CI analytical capabilities. The system must provide a single, intuitive ecosystem for data ingestion, advanced analytics, intelligence production, and secure collaboration. Key requirements include:
- Unified Data and Analytical Environment: Ingest, normalize, and fuse diverse data, offering universal search and discovery, and comprehensive tools for relational, temporal, geospatial, and network analysis.
- Intelligence Workflow and Production: Enable collaborative workspaces, manage analytical workflows, and act as an enterprise knowledge management system.
- Advanced Analytics and Artificial Intelligence: Employ AI/ML for anomaly detection, threat prediction, and investigative lead recommendations, with powerful visualization tools.
- Technical Requirements: Must be a COTS/GOTS vendor-hosted SaaS, accredited for Impact Level 5 (IL5) and Impact Level 6 (IL6) environments, with a one-way cross-domain solution from IL5 to IL6. The system must be highly scalable (up to 15,000 users, 500 concurrent) and available (99.9%), capable of ingesting billions of records daily, and storing up to 800TB initially.
