Quick Summary
The Department of the Navy, specifically NAVSUP Weapon Systems Support, has issued a Solicitation for a COUPLING, VALVE STEM set. This opportunity is designated as a Total Small Business Set-Aside and involves the procurement of critical "SPECIAL EMPHASIS material" for shipboard systems. The material requires stringent quality assurance, testing, and traceability. Responses are due by March 24, 2026.
Scope of Work
This contract is for a Coupling Set, comprising Pieces 8, 9, 93, and 181, to be manufactured in accordance with Naval Sea Systems Command Drawings 803-4384539, 803-4384678, and DRN 4384678C01. The material is critical for shipboard systems, where failure could lead to serious injury, loss of life, or loss of the ship. Key requirements include:
- Material Specifications: Detailed material requirements for each piece, including specific ASTM and QQ-N standards (e.g., ASTM-B283, ASTM-B150, QQ-N-281, MIL-DTL-1222, QQ-N-286) and mechanical properties (e.g., tensile strength, yield strength, elongation).
- Testing & Certification: Extensive testing is required, including Non-Destructive Tests (Weld Repair, Liquid Penetrant, Dye Penetrant), Quality Conformance Tests, and Ultrasonic Inspection. Certifications are mandatory for specified tests and materials.
- Quality System: Contractors must maintain a quality system compliant with ISO-9001 (amplified herein) with calibration per ISO-10012 or ANSI-Z540.3 with ISO-17025. MIL-I-45208 with MIL-STD-45662 is an acceptable alternative. Government Quality Assurance (GQA) at the source is required.
- Traceability: Strict material traceability is required from raw material to final component, identified by unique numbers and marked per MIL-STD-792. Re-certification is needed if material properties are altered.
- Welding/Brazing: Procedures and personnel must be qualified under specified NAVSEA standards. Repair welding is prohibited on QQ-N-286 material.
- Configuration Control: Contractors must maintain equipment baseline configuration. Waivers/Deviations and Engineering Change Proposals (ECPs) require PCO approval.
- Mercury Free: All materials must be mercury-free.
