• Basis for Award: The Government will award to the responsible Quoter whose quote is conforming and most advantageous, based on the Lowest Priced Technically Acceptable (LPTA) approach.
• Evaluation Factors: Quotes will be evaluated based on:
  • Technical (non-price)
  • Price
• Technical Evaluation: Evaluated by a technical evaluator. Quotes will receive a "Pass" if they clearly meet the minimum solicitation requirements, or "Fail" if they do not.
• Price Evaluation: Evaluated by the Contract Specialist (CS) for price reasonableness, using the quoter's cost breakdown.
• Evaluation Process: The CS will review quotes for compliance and perform a price evaluation. The CS will then notify the Technical Evaluator (TE) of the lowest priced quote. The TE will conduct a pass/fail technical evaluation. If the lowest priced quote is technically unacceptable, subsequent lowest priced quotes will be evaluated until an LPTA quote is reached.

Statement of Work (SOW)

To provide specialized courtroom testimony and report writing training to the Yuma Border Patrol Station's Highway Interdiction Team and supervisors. The goal is to enhance the admissibility, credibility, and overall quality of cases for forfeiture by strengthening report writing and courtroom testimony skills.

• Design, deliver, and support three iterations of a Courtroom Testimony and Report Writing course.

• Training will focus on strengthening written articulation of observations, decision-making, and legal justification.

• Improve seizure documentation and chain-of-custody narratives for currency and contraband cases.

• Prepare participants for effective testimony under direct and cross-examination.

• Emphasize case-law and policy alignment to reduce suppression risk and enhance forfeiture outcomes.

• Outcome-based training: participants will produce higher-quality reports and deliver more persuasive testimony.

• Deliverables include Draft and Final Course Plans/Agendas, electronic course materials, templates, job aids, attendance rosters, and student evaluations.

• An After-Action Report (AAR) summarizing training outcomes, feedback, and recommendations is required.

• Period of Performance: After contract award until September 30, 2026.

• Place of Performance: Yuma Sector Border Patrol Headquarters, Yuma, Arizona.

• Instructors must have law enforcement legal experience.

• Training must include interactive elements like writing labs and mock testimony sessions.
