Scope of Work
The contractor will be responsible for manufacturing the Access Cover in accordance with Naval Sea Systems Command Drawing 4687578, item 5, using ASTM-B369, Alloy UNS C96400 material. The scope includes extensive testing requirements such as Non-Destructive Tests for weld repair, Weldability Tests, Hydrostatic Tests (1050 PSI for 3 minutes), and Radiography for each Access Cover. Strict quality assurance is mandated, requiring a quality system compliant with ISO-9001, ISO-10012 or ANSI-Z540.3 with ISO-17025, or MIL-I-45208. All materials must be mercury-free.
Contract & Timeline
This is a Solicitation for a DO rated order certified for national defense use under DPAS. The resulting contract will include a one-year warranty from the date of delivery. The proposed delivery schedule requires submission of Certification Data CDRLs 20 days prior to scheduled delivery, followed by a 30-working-day review by Portsmouth Naval Shipyard (PNSY). Final material delivery is required 365 days after the contract's effective date. Payment will be processed via Wide Area Work Flow (WAWF).
Evaluation
Award will consider past performance in accordance with FAR 13.106(a)(2) and DFARS 252.213-7000. Only offerors with an acceptable Quality Control Manual are eligible for award. The procurement will not be delayed for approving additional sources.
Additional Notes
Offerors must request access to drawings on SAM.gov and email the Primary POC. Certification data and Radiographic Shooting Sketches (RSS) must be submitted via WAWF to PNSY for review and acceptance prior to shipment. Waivers, deviations, and Engineering Change Proposals (ECPs) require Contracting Officer approval. The Portsmouth NSY DODAAC has changed to N50286. The Electronic Contractor Data Submission (ECDS) system is available for certain data submissions and inquiries.
