Justification for Sole Source
The DEA has determined that 3SI Security Systems, Inc. (formerly CovertTrack) is the only source reasonably available to supply the required services. This is due to their unique ability to provide necessary airtime for Omaha's existing Stealth Trackers inventory and their system's prior vetting/approval by ST, along with its integration into the DEA's centralized tracking system (CTS).
Action Items
Interested sources capable of providing Covert Tracker services may submit a capability statement electronically to Ms. Angel Barkley at angel.d.barkley@dea.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to not open the requirement to competition based on responses to this notice.
Additional Notes
The Contracting Officer will certify that the price is fair and reasonable before placing an order. For orders exceeding $25,000, the sole source justification will be made available on SAM.gov.
