This is a combined synopsis/solicitation for commercial services for janitorial services at Coyote Valley Dam and Lake Mendocino Recreation Area. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. The acquisition is set-aside for small business concerns.

• Provide professional janitorial services, including personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services.

• Work must be accomplished in accordance with the Performance Work Statement (PWS), applicable laws, municipal codes, regulations, and written directives.

• Offerors must demonstrate a capability statement showing proposed products/services meet PWS requirements.

• Offerors must have been in business for a minimum of two years and provide evidence of past performance in similar janitorial services.

• Confirmation that wage rates used for the quote comply with the SCA wage rate for Mendocino County.

• Information on local teams (with name and location) to be used.

• Ability to begin delivery of services at the start of the period of performance.

  • Base Year: 01 June 2026 to 31 May 2027
  • Option Year One: 01 June 2027 to 31 May 2028
  • Option Year Two: 01 June 2028 to 31 May 2029

• Submission is via PIEE.

• Quotes must be received no later than 11:00 am PDT on 04 May 2026.

• Evaluation will be conducted in accordance with FAR 52.212-2.

• Required submission items include:

  • Solicitation Number
  • Officer's name, address, telephone number
  • Active SAM Registration (UEI and CAGE code)
  • Category of Small Business (e.g., 8(a), HUBZone)
  • Statement of agreement with terms and conditions
  • Quote addressing evaluation factors (Technical, Past Performance, Price)
  • Past Performance: Use Attachment 2 (Questionnaires) or CPARS.
  • Price: Complete Attachment 3 (Pricing Schedule).

• Quotes received without items 1-6 will be deemed unresponsive.

• This acquisition is set-aside for small business concerns.

• An optional site visit is scheduled for 16 April 2026 at 10:00 am PDT at 1160 Lake Mendocino Dr., Ukiah, CA 95482.

• Vendors are responsible for monitoring PIEE and SAM.gov for amendments and acknowledging them prior to solicitation close.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a safe and sanitary recreation experience for the visiting public at Coyote Valley Dam (CVD) and Lake Mendocino by securing a qualified Contractor to perform janitorial services.

• Provide all manpower, labor, equipment, materials, supplies, transportation, fuel, tools, supervision, and other services necessary for janitorial services at Lake Mendocino.

• Services include attending an annual pre-work conference, participating in meetings, and preparing worksheets and invoices.

• Contractor must ensure all employees have full knowledge of the contract's scope of work.

• Contractor must perform to the standards specified in the contract.

• Quality Assurance Surveillance Plan (QASP) will be used to evaluate performance.

• Performance will be assessed based on schedule, service quality, timeliness, and accuracy.

• Acceptable quality level for contract services is 95% of services inspected performed timely and without rework required.

• Period of Performance: One (1) Base Year and two (2) option years.

  • Base Year: June 1, 2026 – May 31, 2027
  • Option Year I: June 1, 2027 – May 31, 2028
  • Option Year II: June 1, 2028 – May 31, 2029

• Place of Performance: Coyote Valley Dam & Lake Mendocino in Ukiah, CA.

• Contractor Requirements: Must have been in business for a minimum of two (2) years and provide evidence of past performance.

• Operating Hours: Normal duty hours are 7:30 AM to 4:30 PM, Monday through Friday. During the recreation season (May 1 - Sep 30), hours extend to seven days a week. Weekend operations are defined as Friday through Sunday during the rec season.

• Seasonal Changes: Cleaning frequency may vary greatly between peak (May-September) and slow seasons. High traffic periods may require cleaning twice daily.

• High Water Conditions: An alternative schedule may be implemented for certain areas during high water levels.

• Emergency Work: All emergency work must be accomplished whenever required.

• Personnel: Contractor must provide a Contract Manager and Alternate Contract Manager. Personnel must be legal residents of the U.S., able to read, write, speak, and understand English. Personnel must maintain a neat appearance and be fully clothed.

• Safety: Contractor must comply with OSHA and USACE EM 385-1-1 safety requirements. An accident prevention plan is required.

• Security: Contractor is responsible for safeguarding government equipment and property. Personnel must comply with installation/facility access and local security policies.

• Training: Employees requiring access to Army installations must complete AT Level I awareness training.

• Quality Control: Contractor must develop and maintain an effective quality control program.

• Submittals: Various submittals are required prior to pre-performance meeting and monthly.

• Wage Determination: Wage rates and fringe benefits are determined by the Service Contract Act and are listed in the document.
