Quick Summary

The MOX Fuel Fabrication Facility (MFFF) is seeking a subcontractor for CP20-4 Structural Coatings for its Mixed Oxide Fuel Fabrication Building (BMF) located at the Savannah River Site in Aiken, SC. This is a Presolicitation for a Firm Fixed Unit Price subcontract, estimated to be in excess of $9 million. The work involves applying decontaminable structural concrete coatings to floors, walls, and ceilings within the BMF. No set-aside was specified for this opportunity.

Scope of Work

The selected subcontractor will be responsible for surface preparation, environmental controls, coating applications, and curing of protective coatings. This includes applying floor, wall, and ceiling painting systems according to specifications, managing material storage, furnishing and installing compressed air/breathing air equipment, supplying all necessary equipment and consumables for coating, and providing scaffolding. Cleanup and waste disposal are also part of the scope. MOX Services will provide the protective coating paint and will conduct all QA/QC inspections and NDE.

Facility Details

The BMF building comprises three main areas: the Mixed Oxide Processing Area (BMP), the Aqueous Polishing Area (BAP), and the Shipping and Receiving Area (BSR). The work will cover approximately 530 rooms across these areas, with work areas released in stages, potentially requiring multiple mobilizations and demobilizations.

Quality Assurance Requirements

The MFFF design is licensed by the Nuclear Regulatory Commission (NRC), and 10 CFR 50 - Appendix B (Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants) will apply. The structural coating applications are Quality Level 2. While a qualified NQA-1 Quality Assurance Program is not strictly required, firms must demonstrate their ability and experience performing this type of installation in a QA/QC environment. Subcontractors will need to have procedures in place, provide personnel training, and adhere to MOX Services Project and Safety Procedures.
