Quick Summary
The Defense Health Agency Contracting Activity (DHACA) intends to negotiate on a sole source basis with LIFE TECHNOLOGIES CORP for the delivery and installation of one Card Processing Automation CPA200™ instrument. This presolicitation notice is for a critical replacement at the Armed Forces Medical Examiner System DNA Operations (AFMES-DNA OPS) in Dover AFB, DE, to support their mandated mission. Evaluation
This is not a request for competitive proposals. The government intends to procure from LIFE TECHNOLOGIES CORP due to the CPA200's proven reliability, ease of use, programmability, operability with existing LIMS, and critical compatibility for DNA identification. Comparable equipment with even slight differences would compromise consistency. However, the government will consider capability statements from other interested parties to determine if a competitive procurement is feasible.
Additional Notes
Maintenance and service for the equipment must be performed exclusively by U.S. citizens. Submit email capability statements (PDF, MS Word, Excel) to Alicia Maldonado Torres at alicia.maldonadotorres.civ@health.mil. No phone calls will be accepted.
