Purpose & Scope

CPE ST3 is the Army's premier organization for acquiring, delivering, and maintaining Test, Training, and Threat solutions for Warfighters, managing over 370 products globally. This requirement reflects CPE ST3's commitment to transformation by adopting a task-based, outcome-focused, capability-centric, Agile Program Management approach. The contractor will provide acquisition support services not resident within CPE ST3's Government workforce, focusing on task completion rather than staffing specific positions. Support will span the entire acquisition lifecycle, including requirements development, market research, acquisition strategy, solicitation preparation, source selection, contract administration, and closeout activities, across various contract types.

Key Areas of Support

Support may include product management, engineering support, digital engineering, DevSecOps integration, validation & verification, test planning/execution, training support, data analytics, and sustainment planning. The Draft PWS (dated January 14, 2026) outlines support for multiple Project Managers (PMs) and Project Leads (PLs) within CPE STRI (as referred to in the PWS), including PM TRADE, PM SE, PM CT2, PL TSO, PL IPO, and PL ETI. Agile Program Management methodologies, including Scaled Agile Framework (SAFe) or equivalent, are required, with performance measured by velocity tracking, cycle time, and quality metrics.

Content should include company information, capability statement (relevant experience in ST3 domains, Agile, DevSecOps, cybersecurity), team composition, tools & environments, performance & metrics, contracting & pricing feedback, and past performance. The RFI also poses specific questions to industry regarding Agile practices in DoD, key Agile performance metrics, contract structure recommendations, data rights for models/simulations, tools integration, and risks/mitigations for Agile program management.
