• Personnel Roles: One individual can concurrently serve as Superintendent, SSHO, and QC Manager.

• Roadway Reconditioning Quantities:

  • Roadbed Recondition: 13.2 Miles
  • Shoulder Reconditioning: 13.2 Miles
  • Ditch Reconditioning: 2,500 Linear Feet

• Project Phasing: The project is phased: Phase 1 (Roadway Reconditioning, Culverts, Beaver Dam Removal), Phase 2 (Spot Graveling), Phase 3 (Resurfacing).

• Permitting: The contractor is responsible for all required permits. A minerals permit for prospecting within Big Rice Gravel Pit is identified.

• Material Gradation: MnDOT Class 1 Aggregate is specified in the SOW.

• Density Testing: Not required; compaction will be verified by the COR.

• Culvert Installations: Pipe plots are not required.

• Tree Trimming: Contractor is responsible for trimming trees if needed.

• Site Staking: Government can stake CMP elevations upon contractor request.

• Grading Plans: Specifications are in the SOW.

• The projected Period of Performance is 6 June 2026 through 21 October 2026, but these dates are estimates and may change.

Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to restore road conditions on the Woodtick Trail within the Chippewa National Forest, specifically addressing damage caused by heavy rains in Spring 2024. The goal is to extend the roadway's lifespan by improving surface deficiencies and drainage.

• Roadway Reconditioning: Includes shaping the roadbed for proper drainage, removing ruts and potholes, compacting disturbed areas, and re-grading shoulders. This involves using equipment like bulldozers, motor patrols, or skid steers.

• Ditch Reconditioning: Cleaning out or constructing roadside ditches to a specified width and depth.

• Spot Graveling: Placing and compacting Class 1 gravel in areas needing stabilization, potentially up to 1 foot deep, after roadbed maintenance is complete.

• Culvert Installation: Furnishing and installing new or resetting existing corrugated metal culverts at specified locations and elevations.

• Beaver Dam Removal: Removing accumulated beaver debris from watercourses to restore natural flow.

• Gravel Resurfacing: Shaping and grading the roadbed, then placing and compacting approximately 4 inches of MnDOT Class 1 gravel on the Woodtick Trail and Parking Loops. This work can only commence after roadway reconditioning and culvert installations are finished.

• Gravel Crushing/Production (Optional): Contractors may elect to crush or produce 20,250 Cubic Yards of MnDOT Class 1 Aggregate Surfacing within the Forest Service's Big Rice Gravel Pit. Alternatively, commercially sourced aggregate can be used.

• Compaction is required in disturbed areas until visible deformation ceases.

• Finished surface after gravel resurfacing must have a slight outward crown or slope for proper drainage.

• Material testing for MnDOT Class 1 aggregate is required, with specific sieve size and total % passing requirements.

• Performance Time: Work must be completed within 120 days of the Notice to Proceed effective date. No work is allowed on evenings, weekends, or government holidays.

• Project Location: Woodtick Trail, Walker Ranger District, Chippewa National Forest. Specific start and end points are detailed using highway and county road references.

• Big Rice Gravel Pit: Located near Remer, MN, and is available for aggregate sourcing and optional crushing operations.

• Permits: Contractor is responsible for obtaining all required licenses and permits.

• Safety & Notification: Warning signs must be used, and timely notifications regarding safety and traffic delays are required.
