• Duration of Onsite Operations: Assembly is typically 1-2 days, potentially up to three, dependent on weather. Disassembly will take a similar timeline.
• Work Hours: Contractors are not required to work more than 10 hours per day, unless an emergency arises. Standard work is Monday-Friday, not exceeding 40 hours per week.
• Weekend Work: No work is required on Saturdays or Sundays.
• Site Safety Health Officer (SSHO): While EM 385 requires an SSHO for critical lifts, most companies should have an authorized operator qualified under EM 385.
• CQC Manager: A CQC Manager with USACE certification is not required.
• Administration System: It is currently unclear if the project will be administered in RMS.
• Project Timeline: For the base year (CLIN 0001), work will be performed in May. In subsequent option years, spring work will be performed in April. This clarifies a discrepancy with the Statement of Work referencing April 2026 for setup.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing portable crane services for the Harlan County Lake Project Office, U.S. Army Corps of Engineers.

• Base Contract: Mobilize and assist in the assembly of a dredge in Gremlin Cove. This includes lifting and placing pontoons, the center section, and spuds onto the dredge.

• Option 1: Mobilize and assist with the removal of the assembled dredge from the water at Gremlin Cove. This involves removing spuds before removal from the water, and then placing the dredge on a trailer or a pad near the boat ramp.

• Option 2: Mobilize and assist with the placement of the assembled dredge into the water at Gremlin Cove. This includes placing the dredge from a trailer or pad into the water and reattaching the spuds.

• The contractor must submit a lift plan for review a minimum of 7 business days prior to the scheduled lift.

• Upon award, the contractor must submit specifications of the intended cranes for a bridge load rating by USACE.

• The contractor must abide by USACE Safety Manual (EM 385-1-1) and OSHA standards.
