Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, prepared in accordance with FAR Part 12 and simplified procedures under FAR Subpart 12.2. It serves as the only solicitation, and no separate written solicitation will be issued. The NAVSUP Fleet Logistics Center, Pearl Harbor, Regional Contracting Office is requesting quotations for Crane Services to support the 2026 RIMPAC Exercises.

• The core service is Crane Services, as detailed in Attachment 2- Statement of Work (SOW).

• The requirement includes two CLINs: a Base Period (CLIN 0001) and an Option Period (CLIN 1001).

• Base Period (CLIN 0001): June 21, 2026 - July 07, 2026.

• Option Period (CLIN 1001): July 28, 2026 - August 01, 2026.

• The contract type will be Firm-Fixed Price (FFP).

• Place of Performance: Hotel and Kilo Piers, Joint Base Pearl Harbor-Hickam (JBPHH), HI 96860.

• Contractor is responsible for all inspection requirements and quality control.

• Specific documentation required with the quote includes:

  • Cost breakdown for both CLINs detailing employee position titles, quantities, hourly rates, daily hours, and number of days to work.
  • Type of hydraulic crane proposed and supporting documentation.
  • Proof of operator licensing (Forklift/Crane) per SOW Section 2.8.
  • Proof of current load test certification for cranes and rigging gear per SOW Section 2.9.

• Upon award, lift plans must be provided to TPOCs for approval.

• The requirement is 100% set-aside for small business concerns.

• Invoicing and payment method: Wide Area Workflow (WAWF).

• Questions Deadline: Tuesday, May 26, 2026, 10:00 AM HST.

• Quote Submittal Deadline: Thursday, May 28, 2026, 12:00 PM HST.

• Quotes must be submitted via email to the POCs listed in the solicitation.

• Basis of Award: Award will be made to the responsible Quoter whose quote is technically acceptable and most advantageous to the government, considering price and other factors. Technical acceptability will be rated acceptable or unacceptable.

• Quoters must be registered in the System for Award Management (SAM).

• 100% set-aside for small business concerns.

• Applicable FAR & DFARS Provisions and Clauses are incorporated by reference.

• Davis-Bacon Act Wage Determination # HI20260001 applies.

• Quoters must acknowledge they take no exceptions to the solicitation, SOW, or instructions.

• Quoters are responsible for ensuring timely submissions; the government is not responsible for late or lost submissions.

Statement of Work (SOW)

To acquire firm-fixed-priced, non-personal crane services to support pier operations for the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Pearl Harbor (FLCPH) Ocean Terminals Division. The services are for loading and offloading military equipment between military vessels and the pier.

• Provide one (1) to two (2) mobile hydraulic cranes with a minimum rated capacity of 60 and 40 tons.

• Cranes must be operated by certified operators capable of lifting loads up to five tons to a height of 30 feet with lateral separations up to 30 feet.

• Handle cargo including pallets, triwalls, crates, food, and containers, with load capacities ranging from 3,500 to 10,000 lbs.

• Provide one (1) complete gang of qualified riggers and a signalperson, including a Crane Operator, Rigger In Charge (RIC), three (3) Riggers, and two (2) forklift operators.

• Ensure all personnel possess required certifications and licenses (e.g., OSHA).

• Ensure all equipment has current certifications and is in safe operating condition.

• Provide proof of current load test certification for cranes and rigging gear.

• Provide lift plans to the Technical Point of Contact(s) for review and approval.

• POP 1: June 21, 2026 – July 07, 2026 (CLIN 0001)

• POP 2: July 28, 2026 – August 01, 2026 (Option CLIN 1001)

• Delivery Location: Hotel and Kilo Piers, Joint Base Pearl Harbor-Hickam (JBPHH).

• Crane and crew availability: Working hours of 0700 to 1500 throughout the POP.

• Surge capacity available outside established working hours with a minimum 24-hour notice.

• Contractor must coordinate setup with the Government Technical Point of Contact(s).

• Contractor must coordinate base access with the Government Technical Point of Contact(s).

• CLIN 0001 will be funded at time of award. Five (5) days notice will be provided prior to the exercise of option CLIN 1001.
