Statement of Work (SOW)

To provide shore-based heavy-lift services for loading two Hydrographic Survey Launches (HSL 2904 and HSL 2903) onto the NOAA Ship Thomas Jefferson.

• Provide one (1) mobile crane, a certified operator, and necessary rigging.

• Perform two separate lifts:

  • Lift 1: HSL 2904 (approx. 16,000 lbs) from the outboard (water) side of the vessel, transit over the ship's deck/superstructure, and place into its designated port-side davit.
  • Lift 2: HSL 2903 from the pier or water and place into its designated starboard-side davit.

• Successful placement of HSL 2904 and HSL 2903 into their respective shipboard cradles/davits.

• Date: March 25, 2026.

• Time: Equipment on-site and set up for 08:00 AM start.

• Location: NOAA Marine Operations Center – Atlantic, 439 W York St, Norfolk, VA 23510.

• Crane Capacity: Minimum 16,000 lbs at a radius of 80–100 feet.

• Rigging: Provide all necessary spreader bars, slings, and shackles with current certification tags. Must accommodate specific ship bridal and lifting rings.

• Operator Certification: Must be NCCCO certified (or equivalent).

• Safety: A pre-lift safety briefing (Tailgate Meeting) will be held with the ship's Chief Boatswain or Deck Department head prior to the first lift.
