CRANES INSPECTION AND MAINTENANCE AT WATERVLIET ARSENAL

Solicitation

This solicitation is for "Crane Inspections and Repairs at Watervliet Arsenal" for the period of 2026-2028. The contract will cover annual inspections of approximately 330 cranes (including JIBs, pedestals, gantries, and H-Beam style cranes) and approximately 2,150 material lifting devices located throughout Watervliet Arsenal. The contractor will also be responsible for repairs to cranes and lifting devices as needed.

• Annual Crane Inspections: Covers all bridge cranes, JIBS, JIB pedestals, gantries, and H-Beam style cranes, including hoist motors. Inspections are to be spread over a 12-month period.

• Annual Material Lifting Device Inspections: Covers approximately 2,150 items, including wire rope slings, spreader beams, lifting magnets, custom fixtures, chain slings, metal mesh slings, synthetic/natural fiber rope slings, and fall protection harnesses/lanyards.

• Monthly Inspections: For material lifting devices placed in service or identified as needing inspection.

• Repairs: As required for cranes and lifting devices.

• Emergency Repairs: Contractor to provide an estimate for approximately 100 hours per contract year for emergency repairs, with a 4-hour response time for written or verbal notification.

• Reporting: Initial Condition Reports for diagnosis and repair cost estimates, and Service Reports detailing repairs and parts used.

• Qualifications: Work to be performed by factory-trained, certified technicians.

• Materials: Contractor to provide nylon fluorescent tags and color spray paint for coded years. Government will furnish other materials for tagging.

• Period of Performance: Three CLINs, each covering a one-year period: CLIN 0001 (1 July 2026 - 30 June 2027), CLIN 0002 (1 July 2027 - 30 June 2028), and CLIN 0003 (1 July 2028 - 30 June 2029).

• Contract Type: Firm Fixed Price.

• Quality products conforming to the contract are as important as meeting delivery schedules.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide annual inspections, repairs, and lifting device inspections for cranes and associated equipment at Watervliet Arsenal from 2026-2028.

• Crane Inspections: Conduct annual inspections for approximately 330 cranes (including JIBs, gantries, monorails) located throughout the arsenal. Inspections are to be spread over a 12-month period. Unit pricing for crane types will be used for invoicing.

• Lifting Device Inspections: Perform annual inspections on approximately 2,150 material lifting devices across 20 buildings. These inspections will occur over 3-5 days during May-August annually, with monthly inspections and recertifications conducted when personnel are on-site.

• Emergency Repairs: Provide same-day service for emergency repairs on material handling equipment, responding within 4 hours of notification. Requires cost estimates for approximately 100 hours per year.

• Repairs: Submit quotations for repairs to slings, cranes, or lifts. Repairs require written approval from the Contracting Office and may be competed if deemed too costly or inappropriate.

• Inspections must adhere to applicable ASME and OSHA Standards.

• All slings/lifting devices require legible Manufacturing Tags, Murry Tags, and Arsenal Inspection Tags (provided by WVA).

• "Danger Do Not Use" tags are to be attached to failed or non-compliant items.

• Failed synthetic & natural fiber rope slings must be removed and destroyed.

• Contractor must provide a service report detailing repairs, parts, and technician information within 5 days of completion.

• Equipment must be certified as meeting or exceeding manufacturer's specifications post-repair.

• Contract period: 2026-2028 (implied by title).

• Location: Watervliet Arsenal.

• Staffing: All work must be performed by factory-trained, certified technicians.

• Government Furnished Material (GFM): WVA will provide color spray paint, Murry tags, color wire ties, WVA inspection tags, and "Danger Do Not Use" tags. Contractor is responsible for applying these.

• Reporting: Initial condition reports for unknown failures, including diagnosis and repair cost estimates, are required within 1 day of diagnosis. Service reports are required upon completion of each service call.

• Non-Disclosure: Contractor will receive a WVA Map with locations and must sign a Non-disclosure statement.

• Oversight: WVA personnel will shadow contractor work during the first year for lifting device inspections.
