• The government intends to award this contract on a non-competitive basis to PEOPLE DESIGNS INC, citing statutory authority 41 U.S.C. 1901. The justification is that PEOPLE DESIGNS INC previously worked on the development of the mathematical model and possesses specialized, essential expertise that cannot be readily replicated without significant time and cost.

Statement of Work (SOW) / Performance Work Statement (PWS)

To support clinical research aimed at improving health outcomes for breast cancer survivors by developing a mock-up web-based interface. This interface will deliver mathematical model-based estimates to support individualized exercise discussions, prescriptions, and referrals.

• Develop a mock-up web interface to deliver mathematical model-based estimates to clinicians and breast cancer survivors.

• Integrate medical clearance triage items from the Exercise in Cancer Evaluation and Decision Support (EXCEEDS) system.

• Create a question prompt list to gather patient preferences and readiness for physical activity.

• Integrate inputs and outputs from a mathematical model into tailored messages.

• Develop a list of additional resources for exercise support.

• Include an individualized exercise discussion script.

• Draft clinical exercise-related notes.

• Include draft exercise referrals and letters of medical necessity (LMN).

• Include a section to print an individualized patient handout.

• Provide escalated support for interface-related issues.

• Deliver the mock-up interface continuously throughout the performance period.

• Assist the research team in planning for publication.

• The mock-up interface will include specific components such as the EXCEEDS page, a calculator for model results, a question prompt list, a resource component, personalized messages, a discussion script, draft clinical notes, draft referrals/LMN, and a patient handout.

• Monthly status reports detailing completed projects, ongoing activities, and identified problems.

• Weekly status reports or more frequent as requested.

• Bi-weekly phone meetings for project updates.

• Documentation of programs, performance, information, data, and analyses as requested.

• Review and edit manuscripts for publication.

• Maintain an itemized budget.

• Provide a semi-annual progress report.

• Period of Performance: 12 months, starting January 1, 2026, and ending January 1, 2027.

• Place of Performance: Contractor's facility, which must be HIPAA-compliant and use encrypted computers.

• Personnel require a minimum of 10 years of experience in public health, health communication, intervention design, eHealth user experience, and user interface design.

• Advanced degree in Public Health, Health Communication, or Computer Programming is required.

• Working knowledge of website development and relevant programming languages is required.

• NIH Intramural Experience is preferred.

• The contractor facility must be HIPAA-compliant.
