Creator’s Mela Expansion – U.S.–Nepal Digital Creator Economy Initiative

This Request for Quotations (RFQ) is for the "PAS: Creator's Mela Expansion and Regional Commercial Hubs" program. The U.S. Government intends to award a contract or purchase order to a responsible company submitting an acceptable offer at the lowest price. The U.S. Embassy in Kathmandu is seeking a vendor to design, manage, and execute an expanded Creator's Mela program in Kathmandu and Butwal, Nepal. This initiative aims to strengthen U.S.-Nepal commercial ties by promoting U.S.-developed digital tools, artificial intelligence platforms, and monetization ecosystems among Nepali creators.

The scope of work includes:

• Program design, coordination, execution, and reporting.

• Promotion, Marketing, Registration, and High-Tech Audience Management, including outreach, campaign design, participant registration, audience segmentation, and deployment of high-tech audience management tools.

• Program Design and Execution, including delivering two Creator's Mela events in Kathmandu and Butwal, developing session plans, identifying and confirming speakers, and coordinating logistics.

• Event Logistics and Production, including securing venues, managing logistical requirements, and overseeing full event production.

• Sponsorship Coordination, including identifying, soliciting, and securing sponsors, managing sponsor deliverables, and developing sponsorship packages.

• The contract will be for a one-year period from the date of award, with potential for one-year options.

• The contract type is firm fixed-price.

• Quotations are due by June 8, 2026, 1700 hrs.

• Proposals must be submitted electronically to KTMContracts@state.gov in MS-Word, MS-Excel, or PDF format. File size must not exceed 30MB per email.

• Evaluation will be based on the lowest priced, acceptable, responsible offeror. Acceptability will be assessed by compliance with the RFQ terms, including technical information. Responsibility will be determined by analyzing compliance with FAR 9.1 requirements (financial resources, performance period compliance, integrity, organization, experience, skills, equipment, facilities, and eligibility).

• Bidders must demonstrate a minimum of five (5) years of experience executing large-scale events in Nepal and provide detailed case studies of comparable events.

• No specific set-aside is mentioned in the provided sections.

This notice announces the U.S. Embassy Kathmandu, Nepal's intent to procure commercial services for the Creator's Mela Expansion and Regional Commercial Hubs program. The contractor will provide managerial, administrative, and direct labor personnel, along with logistics, coordination, and support services to implement and expand the Creator's Mela initiative and establish regional commercial hubs.
