Statement of Work (SOW) / Performance Work Statement (PWS)

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) proposes to restore a portion of Cresheim Creek along the southern property line at the Eastern Regional Research Center (ERRC) in Wyndmoor, PA. The creek banks are eroding and putting structures and fencing at risk.

Prospective bidders must submit a cost proposal to complete all tasks described in the attached Construction Drawings and Specifications. The contractor shall provide all labor, insurance, tools, material, equipment, and travel. Work includes, but is not limited to:

• Removal and replacement of chain link gates and fencing

• Removal of abandoned railroad siding and culvert

• Tree and shrub removal

• Regrading creek banks

• Installation of riprap, vegetation, live stakes and turf

• Erosion and sediment pollution control

• Period of Performance (PoP): Two hundred seventy (270) days from the Notice to Proceed (NTP).

• Location: 600 E. Mermaid Lane, Wyndmoor, PA 19038.

• The contractor is responsible for obtaining all required City and State permits prior to construction.

• Submittals for materials and tests must be provided in pdf format via email to the CO, COR, A-E, and LC.

• The contractor shall ensure work does not negatively affect research or security activities and coordinate with the Location Coordinator (LC) for site access, parking, staging, and laydown areas.

• Normal work hours are 6:30 a.m. to 3:30 p.m., Monday through Friday, excluding Federal holidays. All work shall be scheduled and approved in advance with the LC.

• The contractor must adhere to OSHA compliant safety requirements and coordinate site access with the LC, including performing OSHA mandated safety training for employees, obtaining USDA identification cards, and coordinating additional measures.

• The foreman or superintendent must sign in all workers daily.

• No Government furnished property, equipment, or services will be provided.

• The contractor is responsible for the safe delivery of all items and will repair or replace defective, non-specified, or damaged items.
