• Offers must include:

• The Government reserves the right to conduct discussions if deemed necessary.

• The Government may reject any or all offers, accept other than the lowest offer, and waive informalities.

• Multiple awards may be made.

• The Government reserves the right to make an award on any item for a quantity less than the quantity offered.

• Offers must be submitted to the office specified in the solicitation at or before the exact time specified.

• Offers may be submitted on SF 1449, letterhead stationery, or as otherwise specified.

• Offers must be held firm for 30 calendar days from the date specified for receipt of offers, unless otherwise specified.

• Product samples may be required and must be submitted at or prior to the time specified for receipt of offers.

• Offerors are encouraged to submit multiple offers with alternative terms and conditions.

• Late submissions, modifications, revisions, and withdrawals of offers will generally not be considered unless received before award and specific conditions are met.

• Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

• Information regarding NAICS codes and small business size standards will appear elsewhere in the solicitation.

• Specific set-aside information (e.g., for small business, HUBZone, 8(a), etc.) is detailed, including conditions for simplified acquisition thresholds and price evaluation preferences.

• Availability of requirements documents cited in the solicitation can be found on the ASSIST website (https://assist.dla.mil) or obtained from specific agency addresses.

• Nongovernment (voluntary) standards must be obtained from the responsible organization.

• Offerors must be registered in the System for Award Management (SAM) and provide their Unique Entity Identifier.

• Information regarding post-award debriefings is provided.

Amendment / Modification

This document is an addendum to FAR 52.212-1, Instructions to Offerors, for Solicitation W912CL-26-Q-A012.

Key instructions and clarifications for offerors include:

• Quote Submission Deadline: Quotes are due no later than the date and time specified in Block 8 of the SF1449, in Central Daylight Time.

• Questions and RFIs: All questions and RFIs must be submitted via email to the contracting office (nathanial.d.gaunt.civ@army.mil and vernon.d.shank.mil@army.mil) no later than 7 calendar days after the solicitation issuance date, by 02:00 PM Central Daylight Time.

• CAGE/NCAGE: Offerors must have an active CAGE/NCAGE registered in SAM.gov to be awarded a contract.

• Quote Submission Format:

  • Unit Price and Amount must be entered on page 2 of the solicitation (SF1449).
  • Prices must be in U.S. Dollars, rounded to the nearest cent.
  • Transportation costs must be included in the CLIN.
  • A separate Technical Plan is required, following the format and content described in Section 6.
  • Quotes must be submitted in English.

• Technical Plan Requirements (Section 6):

  • Must explain the technical approach for sourcing, acquiring, and delivering supplies per the SOW.
  • Must describe how the approach aligns with commercial practices.
  • Specific content requirements include:
    • Title Page: Solicitation number, company name, and proprietary data disclosure position.
    • Table of Contents.
    • Supply Specifications: Documentation verifying quantities and specifications meet SOW requirements.
    • Delivery Plan: Details on suppliers, vehicles, site access, and logistics to demonstrate capability and compliance with laws and regulations.
  • Company name must only appear on the title page; all other references must be removed.

Statement of Work (SOW)

To deliver gravel, geo-textiles, and silt fencing to support U.S. Army earthwork improvements and future Jungle Operation Training Courses at the Base Aeronaval Cristobal Colon, formerly known as Fuerte Sherman/Fort Sherman.

• Furnish all labor, transportation, equipment, and services for the delivery of materials.

• Deliver 5,183 loose cubic yards of 3/4"-0 angular crushed stone mixed with stone dust.

• Deliver 206,000 square feet of geo-textile material.

• Deliver 2,050 feet of silt fencing.

• Materials must meet U.S. Government standards and will be inspected.

• Contractor is responsible for providing transportation and delivery to specified sites.

• Gravel must be durable, free of clay, organic matter, or debris.

• Geo-textile fabric and silt fencing must be delivered by specific dates (geo-textile by May 18, 2026; silt fencing by May 18, 2026).

• Deliveries to be made between 0900 and 1500 unless otherwise directed.

• Spills must be immediately contained, cleaned, and reported.

• Personnel must wear appropriate PPE (helmets, reflective vests, safety footwear).

• Period of Performance: Begins May 18, 2026, and ends upon final delivery of all materials.

• Place of Performance: Base Aeronaval Cristobal Colon, Panama.

• Contractor must comply with all applicable Panamanian safety laws and U.S. Army regulations.

• Contractor must provide proof of safety notifications required by Panama.

• Contractor is responsible for environmental protection and waste disposal.

• Contractor must ensure personnel are eligible for employment and comply with security and access requirements.

• A firm fixed price contract is anticipated.

• Key personnel (Contract Manager and alternate) must be designated within 3 days of notice to proceed.

• Unique Entity Identifier: Offerors exceeding the micro-purchase threshold must provide their Unique Entity Identifier (UEI) and EFT indicator.
• Debriefing: Information to be disclosed during a post-award debriefing is outlined.

This solicitation is for JOTC Gravel Pad Supplies, which include Gravel, Geotextile Fabric, and Silt Fencing. The acquisition will utilize Simplified Acquisition Procedures for commercial products in accordance with FAR 13.5.
