Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to perform deferred maintenance on critical housing at the Idaho City Work Center, including remodeling of bunkhouses, single-family homes, a garage, and a storage shed.

Base Bid includes:

• 1107 Ranger House: Remodel kitchen, bedroom, bathroom; install mini-split system; replace Radon mitigation system; replace front exterior door and living room window; paint exterior walls and trim.
• 1134 Montgomery House: Remodel kitchen (cabinets, sink, vent hood, disposal, countertop); remodel bathroom and closet (including accessible transfer shower); install new front and back exterior doors; install electric wall heater on enclosed porch; install accessible sidewalk; paint exterior walls and trim.
• 1167 Montgomery House: Install new windows; repair concrete cellar; paint exterior walls and trim.
• 1173 Middle Fork Bunkhouse: Replace HVAC (2x furnace, 2x AC units); replace hot water heater.
• 1175 North Fork Bunkhouse: Replace HVAC (2x furnace, 2x AC units).
• 1179 South Fork Bunkhouse: Replace HVAC (2x furnace, 2x AC units).

Option Bid items include:

• 1135 Montgomery House: Install mini-split system; replace bay window and front door; paint exterior walls and trim.

• 1173 Middle Fork Bunkhouse: Remove existing flooring and polish concrete floors; replace all windows; replace hot water heater.

• 1175 North Fork Bunkhouse: Remove existing flooring and polish concrete floors; replace all windows.

• 1179 South Fork Bunkhouse: Remove existing flooring and polish concrete floors; replace all window blinds; spot repair soffits and drip edge.

• 1399 Detached Garage: Replace garage door; replace electric door opener.

• 1643 Storage Building: Paint all exterior walls and trim; paint exterior door.

• Period of Performance: Base Bid: 17 Months

• Project Location: Idaho City Ranger District, Boise National Forest, Boise County, Idaho.

• Site Conditions: Construction site is within an administrative site occupied by staff; contractor responsible for access control. Bunkhouses are occupied seasonally or year-round; written notice required 2 weeks before work starts at each building. Construction within a single building must be continuous. Contractor must provide stream protection plan. All equipment must be pressure-washed before entering National Forest lands. Water and toilet facilities are available on site.

• Traffic Control: A traffic control plan must be submitted and approved.

• Work Camps/Staging: Areas for staging and storage require CO approval. No overnight camping.

• Specifications: Numerous sections are attached, covering measurement and payment, work restrictions, mobilization, project management, submittals, quality control, temporary traffic control, selective demolition, waste disposal, lead abatement, concrete, rough carpentry, cabinets, insulation, doors, windows, hardware, painting, gypsum board, flooring, plumbing, HVAC, and electrical systems.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial items to procure Critical Housing Deferred Maintenance for the Idaho City Work Center, Boise National Forest. The project involves remodeling 3 bunkhouses, 4 single-family homes, a garage, and a storage shed.

• Remodeling of 3 bunkhouses, 4 single-family homes, a garage, and a storage shed.

• All line items in the Schedule of Items (SOI) must be priced.

• Construction site is within an administrative site that will be occupied by admin staff; contractor must manage access.

• Bunkhouses are occupied seasonally (mid-April to end of October), and houses are occupied year-round. Contractor must provide 2 weeks' notice before starting work on any building.

• Work on a single building must be continuous until completion.

• Contractor must provide a stream protection plan and receive COR approval before construction.

• All construction equipment must be pressure-washed before entering National Forest System lands to prevent the transport of noxious weeds.

• Traffic control must conform to the Manual of Uniform Traffic Control Devices (MUTCD).

• No overnight camping is allowed on site.

• Contractor must provide a responsible site superintendent.

• Award Type: Firm-fixed price.

• Estimated Magnitude: $500,000 - $1,000,000.

• Period of Performance: Work to commence within 10 days of Notice to Proceed, and completion no later than October 15, 2027.

• Quotations must include a Technical Proposal and a Price Quote, submitted separately.
