Scope of Work
This project focuses on deferred maintenance and construction at the Crawford Work Center.
- 1199 Crawford Barracks Remodeling: Convert 5 shared bedrooms into 9 individual bedrooms and a new laundry room. This includes constructing partition walls, installing new doors, light switches, fixtures, baseboard heaters, blinds, a washer/dryer with associated utilities, countertops, and cabinets. Bathrooms will be remodeled into two accessible units, involving removal of existing fixtures and installation of new ones, including on-demand hot water heaters. All flooring will be replaced with LVP, drywall patched, and interior surfaces painted. Exterior work includes installing snow guards on the roof and a new electronic door lock on the front door.
- 1606 Crawford Mess Hall Remodeling: Remodel existing bathrooms and bedrooms, including removal of fixtures, construction of partition walls, installation of new doors, baseboards, wall heaters, lights, switches, LVP flooring, and new bathroom fixtures. The laundry room will receive a new electronic keypad lock, a partition wall with connections for a fridge, washer, and dryer, a new stacked washer/dryer, on-demand hot water heater, and a mop basin. Existing cabinets will be moved, the vent hood replaced, window blinds and baseboard heaters replaced, and all interior surfaces painted. Snow guards will also be installed on the roof.
- Site Work: Includes removal of existing porch roof, concrete stairs, and wood boardwalk, followed by the construction of a new concrete sidewalk. Installation of a propane tank, pad, and propane lines is also required.
Contract Details
- Contract Type: Firm-Fixed-Price Purchase Order.
- Estimated Magnitude of Construction Cost: Between $250,000 and $500,000.
- Period of Performance: The contract duration is 15 months. Work is estimated to start April 1, 2026, with a required completion date of April 15, 2027.
- Restricted Work Period: No interior work is allowed between April 15, 2026, and October 31, 2026, as the barracks will be occupied.

Special Requirements
The Crawford Work Center is an administrative site closed to the public. The contractor is responsible for signing and limiting access. All construction equipment must be pressure washed before entering National Forest System lands to prevent the transportation of noxious weeds. Water is available on-site for construction purposes, but utilities are not. The contractor must provide temporary toilet facilities and ensure traffic control and construction signing conform to MUTCD. Staging areas require Contracting Officer approval, and no overnight camping is allowed on site. Bidders must comply with the prevailing wage rates and fringes outlined in Wage Determination ID20260002 for residential construction in Idaho.
