This Request for Quote (RFQ) solicits quotes for a Crowdsourced Data Program solution for the FirstNet Authority, an independent authority within the National Telecommunications and Information Administration (NTIA) under the Department of Commerce. The resulting award will be a Firm-Fixed-Price (FFP) Purchase Order for a commercial solution.

• The requirements are detailed in the attached Statement of Work (SOW) (Attachment 1).

• The solution must gather data directly from mobile devices using the quoter's own SDKs, applications, or comparable proprietary collection mechanisms. Reselling or repackaging data from other companies is not acceptable.

• The solution must collect crowdsourced records from both Android and iOS mobile devices.

• The solution must provide crowdsourced data from millions of unique mobile devices daily, ensuring sufficient statistical depth for network performance and density analysis, covering all commercial wireless operators within the United States and its territories.

• The Purchase Order period of performance will be a 12-month base period plus four (4) 12-month option periods.

• The acquisition follows a two-phased approach: Phase I (Demonstrated Prior Experience and technical questions) and Phase II (Technical Solution with demo and Price).

• Phase I submissions are due by 12:00 noon EST on December 10, 2025.

• Questions are due by 12:00 noon EST on November 25, 2025, and will be addressed via solicitation amendment.

• Quotes must be submitted electronically.

• Evaluation will be based on the following factors in descending order of importance: Technical Solution with demo, Response to Technical Questions, Demonstrated Prior Experience, and Price.

• The Government anticipates awarding to the responsible vendor whose quote provides the best value, considering both price and non-price factors.

• The Government anticipates selecting awardees based on initial quotes without discussions.

• This acquisition is not set-aside for small business concerns.

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding Solicitation RFQ AA-NTI-SE-O-26-00020.

• iOS SDK Availability: Phase I submissions are accepted even if the SDK is Android-only. Phase I will be evaluated, and an advisory recommendation will be provided for Phase II.
• Data Collection: Quoters should only consider passively collected data. Additional features not required by the SOW may be proposed.
• Date Ranges: The RFQ is amended to reflect 10/1/25 through 10/31/25 for the "unique users" table and 10/31/25 for the "Qualifying Geohash" table.
• State Laws & Privacy: The FirstNet Authority recognizes state-level privacy laws. Quoters must comply with all applicable laws. Contract modifications will be used to make adjustments if necessitated.
• Unique Device Count (iOS): An iOS device is counted as unique if it has recorded at least one successful passive downlink (DL), uplink (UL), or latency test.
• Foreign Carrier Visibility: Foreign carrier visibility is required within a 75-mile international boundary.
• FCC Broadband Maps: Updates to FCC broadband maps must be ingested within 60 days of publication. Tier 1 carriers are AT&T, T-Mobile, and Verizon.

Several sections of the RFQ and SOW have been amended for clarity or to remove requirements. Key dates for specific tables have been updated. The requirement for device count and geohash count in Section 3.1 Phase II has been amended to remove a specific requirement, with quoters needing to complete tables in Section 3.1 as part of a Phase 2 response. Alignment to the NIST CSF is sufficient for cybersecurity framework requirements; FedRAMP authorization is not additionally required.

• Technical Solution: Must directly collect crowdsourced data from millions of unique mobile devices (Android and iOS) daily, ensuring broad device participation and full carrier representation across all US states and territories. The solution must gather data via the Quoter's own SDKs or applications, not rely on reselling or repackaging data from other companies. Data must be collected passively without direct user intervention.

• Demonstrated Prior Experience: Quoters must detail up to three prior experiences (as Prime or Subcontractor) within the last 36 months, aligning with the SOW's requirements, including scope, period of performance, contract amount, customer, role, and reference information.

• Data Access & Reporting: Provide access to a secure, cloud-based analytics platform with at least 24 months of raw data via an online SQL interface. The platform must support queries against FCC and Broadband Data Collection maps, distinguish between indoor/outdoor/in-vehicle usage, and provide reporting capabilities including custom queries, dashboards, and data export.

• Support & Expertise: Dedicated account management and technical support, with expertise in cellular network performance analysis. Provide monthly status reports, conduct training classes, and participate in power user group and executive review meetings.

• Contract Type: Firm-Fixed-Price (FFP) Purchase Order.

• Period of Performance: 12-month base period plus four (4) 12-month option periods, and a 6-month option period under FAR 52.217-8.

• Phased Approach:

  • Phase I: Evaluation of Demonstrated Prior Experience and response to three technical questions. Submissions due by 12:00 noon EST on December 10, 2025.
  • Phase II: Evaluation of Technical Solution with demo and Price. Quoters will be invited to Phase II based on Phase I evaluation.
