Scope of Work / Key Requirements

The FirstNet Authority seeks a solution to collect, analyze, and report network usage, performance, and coverage data to assess the quality of experience for public safety users. The solution must:

  • Gather data directly from mobile devices using the vendor's own SDKs or applications; reselling or repackaging data from other companies is not acceptable.
  • Collect crowdsourced records from both Android and iOS mobile devices, ensuring sufficient statistical depth for network analysis across all commercial wireless operators in the United States and its territories.
  • Provide crowdsourced data from millions of unique mobile devices daily.
  • Ensure user privacy and security through data anonymization, user consent, and compliance with privacy laws.
  • Offer a secure, cloud-based analytics platform with at least 24 months of raw data via an online SQL interface, supporting queries against FCC and Broadband Data Collection maps.
  • Distinguish between indoor/outdoor/in-vehicle usage and provide reporting capabilities including custom queries, dashboards, and data export.
  • Include dedicated account management, technical support, monthly status reports, training, and participation in power user group and executive review meetings.
  • Specific data points include signal strength, throughput, latency, device information, and anonymized geographic location.

Submission & Evaluation
