Key Requirements
Offerors must provide itemized pricing for course instruction, materials, instructor travel, and any other applicable costs. Pricing must remain fixed for up to 20 participants per session. Instructors must meet specific qualifications:
- Minimum 5 years of experience delivering high-stakes communication or accountability training.
- Demonstrated experience supporting safety-critical, inspection-driven, or high-reliability organizations.
- Completion of a formal instructor certification program.
- Experience training technical industrial or government workforces.
- English proficiency. Proposed instructor information for credentialing and base access is required by July 10, 2026. Offerors must also adhere to facility access requirements detailed in Paragraph 11, Section C of the solicitation.
Evaluation Factors
Award will be made to the responsible offeror whose quotation represents the best overall value, considering price and other factors. Non-cost/price factors are more important than cost/price, though price remains a significant factor. Proposals will be reviewed for adherence to the solicitation/SOW, then evaluated for technical acceptability (based on instructor qualifications and course instruction per SOW), and finally by price analysis. The Government may select a technically superior, higher-priced offer. Offers taking exception to performance criteria will be deemed unacceptable.
