Contract Details
This opportunity will result in Other Transaction (OT) for Research agreements, with multiple awards anticipated. The total program duration is 36 months, split into two 18-month phases. Key Deliverables & Milestones
The program features a fixed-payable milestone structure. Key milestones across the two phases include:
- Phase 1: Kickoff Meeting, Initial tool/technique development results, Novel tool/technique demonstration, First complex material (CM) produced at sample scale, Initial commercialization plan, First CM produced at 2" scale (minimum) alongside additional CMs at sample scale, Materials Fair presentation, and Phase 1 final technical report.
- Phase 2: Phase 2 Execution Plan, Second CM produced at 2" scale, Third CM produced at 2" scale, Transition Tank presentation, Fourth CM produced at 2" scale with an updated commercialization plan, and the End of program final technical report. Deliverables include fabricated complex materials (minimum 2-inch scale), detailed reports on tools and methodologies, and commercialization plans.
Submission Requirements
Proposals must be submitted via the Broad Agency Announcement Tool (BAAT) by January 30, 2026, at 1:00 PM ET. Mandatory attachments include C, D, E, F, G, and H. The Technical and Management Volumes (Volume I) are limited to 15 pages and must include a table specifying proposed complex materials. The Price Volume (Volume II) requires the use of Attachment E (DARPA Price Summary Spreadsheet). Oral presentations will be held virtually via Microsoft Teams, limited to 10 slides and 10 minutes, followed by a 50-minute Q&A session.

Eligibility & Set-Aside
All responsible sources, both U.S. and non-U.S., are encouraged to submit proposals. Historically Black Colleges and Universities, Small Businesses, Small Disadvantaged Businesses, and Minority Institutions are also encouraged. UARCs, FFRDCs, and government laboratories are prohibited from proposing as performers. There is no set-aside for this opportunity.
Additional Notes
Proposals are anticipated to be unclassified and are subject to Controlled Unclassified Information (CUI) guidelines. Resource sharing (cash and in-kind) is encouraged but not required. Successful performers may be eligible for follow-on agreements under 10 U.S.C. § 4023.
