CSL Academic and Analytic Wargame Developer

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide additional wargame design and development capacity to meet the growing demand for academic and analytical wargames.

• Provide non-personal services including personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other necessary items.
• Perform services as described in the PWS and associated contract documents.
• Deliverables include design briefs, prototypes, rulesets, analysis plans, etc.
• Produce approximately 3-4 academic and analytical wargames per calendar year.

Academic Wargame Designer/Developer Tasks:

• Wargame Design and Planning: Requirement Analysis, Concept Development, Research, Rules and Mechanics Design, Scenario Development, Documentation.
• Wargame Development and Testing: Component Creation, Prototyping, Playtesting and Refinement, Quality Control, Data Collection Plan.
• Wargame Execution and Analysis: Facilitation/Moderations, Data Collection Oversight, Observation and Feedback, Analysis and Reporting.

Analytical Wargame Designer/Developer Tasks:

• Wargame Design and Planning: Requirement Analysis, Concept Development, Research, Rules and Mechanics Design, Scenario Development, Documentation.

• Wargame Development and Testing: Component Creation, Prototyping, Playtesting and Refinement, Quality Control, Data Collection Plan.

• Wargame Execution and Analysis: Facilitation/Moderations, Data Collection Oversight, Observation and Feedback, Analysis and Reporting.

• Government/Military-Specific Coordination and Compliance: Interagency Coordination, Security and Classification Management, Integration with Force Development, Formal Briefings and Documentation, Compliance Reporting, Wargame Repository.

• Performance is measured against objectives outlined in the Performance Requirements Summary (PRS), including requirements analysis, concept/rules design, research, scenario development, documentation, component creation, prototyping, playtesting, quality control, data collection, facilitation, observation, and reporting.

• Acceptable Quality Levels (AQLs) are defined for each performance objective, with methods of surveillance including periodic inspection, random sampling, and 100% inspection by the COR.

• Place of Performance: Carlisle Barracks, Collins Hall Building 650, Carlisle, Pennsylvania.

• Travel to and from Carlisle Barracks is at the contractor's expense.

• Security Clearance: Contractors must possess a SECRET level Facility Clearance and active SECRET level personnel security clearance.

• Controlled Unclassified Information (CUI): Compliance with NIST SP 800-171 is required.

• Installation Access: Personnel require appropriate clearances and may need Common Access Cards (CACs).

• Key Personnel: Contract Manager, Alternate Contract Manager, and other experienced professional/technical personnel are essential.

• Training: Various training requirements include Anti-Terrorism (AT), iWATCH, OPSEC, Information Assurance (IA), TARP, PII, and potentially additional training as determined by the Government.

• Data Rights: Government has unlimited rights to all documents and materials produced.

• Non-Disclosure: Signed non-disclosure agreements are required.

• Organizational Conflict of Interest (OCI): Contractors must identify and mitigate potential OCIs.

• Service Contract Reporting: Required via SAM.gov.

• Deliverables: A schedule of deliverables is provided, including training certificates, reports, design documents, prototypes, and briefings.

Sources Sought Synopsis / Request for Information

This notice is issued solely for information and planning purposes to gauge industry interest and capabilities for the CSL Academic and Analytic Wargame Developer requirement. It is not a solicitation, and the U.S. Government is not seeking quotes or proposals at this time. No contract will be awarded based on this notice, and unsolicited proposals will not be accepted.

The requirement is for the CSL Academic and Analytic Wargame Developer, a service currently fulfilled under contract W91QF024P0031. A draft Performance Work Statement (PWS) is attached.

Potential offerors are requested to provide the following:

• Interest in competing as a prime contractor
• Details on subcontracting, joint ventures, or teaming arrangements
• Detailed experience on similar requirements (size, scope, complexity, timeframe, government/commercial)
• Information on commercial availability, pricing, delivery schedules, terms, and warranties
• Recommendations on structuring contract requirements to facilitate small business competition
• Identification of any actions unnecessarily restricting competition
• Recommendations to improve the approach/specifications/draft PWS/PRS

Respond to the points listed above. The government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned.
