Scope of Work
The contractor shall provide non-personal services, including personnel, equipment, and supplies, for the design, development, facilitation, training, and analysis of strategic-level academic and analytical wargames. The requirement involves producing approximately 3-4 wargames per calendar year. Key tasks include:
- Wargame Design and Planning: Requirement analysis, concept development, research, rules and mechanics design, scenario development, and documentation.
- Wargame Development and Testing: Component creation, prototyping, playtesting and refinement, quality control, and data collection plan.
- Wargame Execution and Analysis: Facilitation/moderation, data collection oversight, observation and feedback, and analysis and reporting.
- Analytical Wargames: Also include government/military-specific coordination, security and classification management, integration with force development, formal briefings, compliance reporting, and wargame repository management. Deliverables include design briefs, prototypes, rulesets, and analysis plans.
