Statement of Work (SOW) / Performance Work Statement (PWS)

The primary goal is to increase ASCC and Theater Army expertise among senior Army leaders.

• Provide administrative, academic, and intellectual support to the USAWC.

• Integrate ASCC education into the USAWC curriculum.

• Develop and deliver courses on ASCC processes, policies, and procedures, focusing on leadership through mission command.

• Research ASCC concepts and challenges, assess Army ASCC training programs, and prepare reports with recommendations.

• Develop academic materials and provide administrative support for USAWC courses and lessons, including up to ten (10) ASCC Courses (Theater Army Staff Course - TASC) and one (1) Theater Army elective.

• Support up to five (5) ASCC-related exercises.

• Develop and deliver up to ten (10) academic presentations on ASCC concepts.

• Develop and teach up to ten (10) USAWC lessons.

• Provide research support for student, faculty, and/or staff research projects.

• Review and comment on up to four (4) documents related to ASCC concepts and strategic issues monthly.

• Attend up to four (4) approved symposia focused on ASCC concepts.

• Assist with up to two (2) projects, programs, or events supporting USAWC goals.

• Services are to be performed Monday-Friday, between 0800-1700, at Carlisle Barracks and various Army locations.

• Services must be performed on required days without deviation from the standard.

• Performance will be monitored through periodic surveillance and monthly inspections as stated in the Quality Assurance Surveillance Plan (QASP).

• Travel to and from Carlisle Barracks is at the contractor's expense.

• A Secret Facility Clearance is required at the time of offer submission and must be maintained.

• Personnel must have at least an interim Secret personnel security clearance.

• Compliance with NIST SP 800-171 for Controlled Unclassified Information (CUI) is required.

• Installation access, background checks, and Common Access Cards (CAC) are required.

• Specific training requirements include Anti-Terrorism (AT) Level I, iWATCH, OPSEC, Information Assurance (IA), Personnel Security Clearance, Personally Identifiable Information (PII), and additional training as determined necessary.

• Contractor personnel must be identified as such and not imply Government official status.

• Telework is acceptable on occasion with specific COR permission.
