Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the requirements for replacing existing exterior personnel doors and frames at the PFC. Ralph E. Pomeroy USARC, Rainelle (WV035) facility. The project aims to replace doors that have fallen into disrepair due to building settling, causing issues with squareness, binding, and security, as well as allowing pest entry.

• Remove and replace a total of eight (8) single doors and three (3) double sets of exterior doors, including frames and hardware.

• New doors and frames shall be direct replacements in design and size of existing ones.

• If existing doors have a fire rating, new replacements must have an equal or greater rating.

• All original door hardware shall be replaced with new hardware of like kind in number, size, style, finish, and performance.

• Field verification of all door dimensions and quantities is required before ordering materials.

• New doors shall be 18-gauge steel with surface-mounted adjustable door closers, panic devices, and appropriate hardware.

• Door frame U-value must be 0.45 or less, door U-value 0.70 or less, and SHGC 0.35 or less.

• Fill all voids/gaps between openings with insulation and caulk.

• Door swing directions must remain the same as existing.

• New locksets shall match existing control key, with four new keys provided per lockset.

• Kick plates, weather stripping, thresholds, and door sweeps are to be installed as needed.

• All replacement hardware must be ADA compliant.

• Prime and paint all new doors with one primer and two finish coats of exterior grade paint.

• Remove and replace signage as needed.

• Caulk all frame to building joints with exterior acrylic latex paint grade caulk with a minimum 40-year durability warranty.

• Restore all surfaces damaged during execution to conditions prior to execution.

• The Contractor shall have 120 Calendar Days from the Notice to Proceed Date to complete all tasks.

• Project Location: PFC Ralph E. Pomeroy USARC/BMA #107-1 (WV035), 259 John Raine Drive, Rainelle, WV 25962-1456.

• All work must be in accordance with specified Unified Facilities Guide Specifications (UFGS), UFC, Army Regulation 420-1, RCRA, and EM 385-1-1.

• Doors and frames removed shall be replaced with new, fully functional, reliable, and secure doors.

• Hardware shall be commercial grade, meeting UFGS 08 71 00 requirements.

• Painting and finishing to meet UFGS 09 90 00 and Master Painters Institute standards.

• Warranty: Standard Manufacturer's Warranty for all new equipment, materials, and/or components.

• Pre-Construction Meeting (PCM): Required prior to commencing work to review specifications, procedures, and materials. Field verification of measurements and locations is mandatory.

• Security: Contractor personnel must complete AT Level I awareness training within 30 days of contract start. iWATCH training and OPSEC Training are also required.

• Safety: Compliance with EM 385-1-1, OSHA, NFPA, and AR 420-1 is mandatory. A Site Safety Plan must be submitted.

• Hazardous Materials: Procedures for handling and disposal of hazardous materials, including potential discovery of ACM or LBP, must be followed. No asbestos or lead-based paint is anticipated.

• Environmental Protection: Strict compliance with federal, state, and local environmental regulations is required.

• Submittals: Submittals for materials are required a minimum of 30 days prior to installation.

• Deliverables: Final documentation, submittals, certifications, laboratory tests, descriptive data, test reports, shop drawings, site surveys, and warranties are due 30 days prior to contract completion.

• Cleanup and Disposal: Contractor is responsible for removing all debris to an approved landfill/facility and providing disposal records.

• Work Hours: Work is generally between 0730 and 1600, Monday-Friday, unless otherwise specified. Deviations require prior written coordination and approval.

• Government Provided Utilities: Electrical power, water, and existing utilities will be provided at no cost to the contractor. Temporary extensions are at the contractor's expense.
