Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a Class III cultural resources inventory and site recording on Bureau of Land Management (BLM) administered land for the South Hills Fuel Break project. The goal is to identify, evaluate, and analyze potential effects to historic properties as part of a federal undertaking.

• Conduct a Class III intensive pedestrian survey of approximately 2,128.37 acres identified as the Area of Potential Effects (APE), which includes a 400-foot corridor along existing roads.

• Perform a records search and background research, including a review of Idaho SHPO and BLM data.

• Record all identified archaeological sites and previously recorded cultural resources to current standards.

• Identify and record isolated finds (IFs) and noted but not recorded (NBNR) resources.

• Assess potential effects to cultural resources from the proposed fuel break activities.

• Prepare a comprehensive report detailing findings, including site descriptions, eligibility recommendations, and management actions.

• Survey transects spaced at 30 meters or less.

• Cultural resource location data recorded with a mean error of +/- 5 meters or less at a 95 percent confidence level.

• All GPS data collected using NAD 1983 Idaho TM (Meters) projection.

• Site records and reports must adhere to Idaho SHPO guidelines and American Antiquity Style Guide.

• Fieldwork must be completed by November 15, 2026.

• All services under this task order are expected to be completed by June 15, 2027.

• The project is located on BLM-administered lands within the Burley Field Office, in Twin Falls and Cassia Counties, Idaho.

• A non-collection inventory is required.

• Diagnostic artifacts will be sketched or photographed and left in place.

• Contractors must follow NAGPRA guidelines for discovery of human remains.

• Paleontological remains must be reported immediately.

• Strict confidentiality of site information is required.

• A Field Work Authorization (FWA) must be obtained through the Twin Falls District Fuels Archaeologist.

• A non-disclosure agreement is required for all contractor employees.
