Quick Summary

The Bureau of Engraving and Printing (BEP), U.S. Department of the Treasury, has issued a Notice of Intent to Sole Source for Machine-Readable Intaglio Ink. This acquisition is critical for the manufacture of U.S. currency and other security products. The BEP intends to award a contract to SICPA Securink Corporation. Interested parties capable of meeting the requirements must submit their capabilities by June 18, 2026.

Scope of Requirement

The BEP requires specialized machine-readable intaglio ink for use in producing U.S. currency and other security products at its ECF and WCF facilities, as well as for test printing related to change management. The inks must be compatible with BEP intaglio presses and adhere to the specialized U.S. Currency Program (USCP) Catalyst Family Design (CFD) requirements. This acquisition directly supports BEP's mission to produce secure U.S. currency.

Intended Source & Justification

The BEP intends to award this contract to SICPA Securink Corporation (UEI: JXZLMHMXAFB4). Market research indicates that SICPA Securink Corporation is the only known vendor possessing the technical capability, proprietary processes, and production capacity to fulfill BEP's unique and security-sensitive requirements. The justification for this sole-source acquisition is based on FAR 6.302-1, citing that no other responsible source can meet the Government's minimum needs without requiring substantial Government-funded development.

Response Instructions

This notice is not a request for competitive proposals. However, firms believing they can meet BEP's requirements without substantial Government-funded development are invited to identify their interest and capability. Submissions must include:

  • Capability statements
  • Technical documentation demonstrating ability to meet BEP specifications
  • Evidence of past performance with similar security-sensitive materials
  • Business size status under NAICS Code 325910 (Printing Ink Manufacturing)

Responses must be received by June 18, 2026, and sent via email to wesley.rankins@bep.gov with the subject line: "Response to Notice of Intent". The Government will use this information solely to determine if a competitive procurement is feasible.
