The BEP intends to award this contract to SICPA Securink Corporation (UEI: JXZLMHMXAFB4). Market research indicates that SICPA Securink Corporation is the only known vendor possessing the technical capability, proprietary processes, and production capacity to fulfill BEP's unique and security-sensitive requirements. The justification for this sole-source acquisition is based on FAR 6.302-1, citing that no other responsible source can meet the Government's minimum needs without requiring substantial Government-funded development.
