Current and Emerging Artificial Intelligence (AI) Tools to Accelerate Air Force Mobility Aircraft Acquisition Activities

Request for Information (RFI)

This RFI seeks information on current and emerging Artificial Intelligence (AI) tools, including Generative AI (Gen AI) and Machine Learning (ML), that can accelerate Air Force Mobility Aircraft Acquisition activities. The Air Force Materiel Command (AFMC) and Air Force Life Cycle Management Center/Mobility Aircraft Directorate (AFLCMC/WL) are conducting market research to understand vendor capabilities that can improve the acquisition process, deliver high-quality hardware and software faster, and support upcoming PEO Mobility procurement activities across aircraft lifecycles. The goal is to leverage AI tools to enhance efficiency, reduce costs, and accelerate fielding of mobility aircraft capabilities to warfighters.

Vendors are requested to provide information on AI tools that can deliver measurable improvements in:

• Efficiency in Acquisition: Reducing time, manpower, and cost.
• AI Capabilities: Specific use cases for accelerating acquisitions and product support planning.
• Data Handling & Security: How data is used, secured, and rights associated with it.
• Performance Monitoring: Assessing program risks, cost, schedule, and technical performance.
• Knowledge Sharing & Automation: Capturing knowledge, automating testing, and reducing workload.
• Practical Applications: Generating/editing acquisition documents, analyzing proposals.
• Costing Models: Enterprise or per-license models, tokens, etc.
• Integrability & Customizability: Compatibility with existing systems, workflows, and CI/CD pipelines.
• Interaction with Government Ecosystem: Interoperability with existing government data, tools, and standards.
• Tool Development Maturity: Technology Readiness Level (TRL) and readiness for immediate use.
• Product Roadmap: Current status and future development plans.

A notional scenario, "PEO Mobility Enterprise Connectivity in a Contested Environment," is provided to help vendors demonstrate how their AI capabilities could address lifecycle acquisition challenges across three phases: Requirements Definition through Contract Award, Procurement through Fielding, and Product Support/Sustainment. This scenario is illustrative and not a formal requirement.

• Responses are due by 1600 EST on March 20, 2026. Late submissions will not be accepted.

• Unclassified questions can be submitted via email.
• Important: The government may publicly disseminate submitted information; therefore, proprietary information and trade secrets should NOT be included.

This is an RFI only and does not constitute a commitment to procure. All submissions become Government property. By responding, vendors consent to review by Government, FFRDC, and A&AS contractor personnel.

Section 2: Scenario-Based AI Tool Capability Response

• Detailed responses for three phases of the acquisition lifecycle:
  • Phase I: Requirements Definition through Contract Award
  • Phase II: Procurement (Contract Execution) through Fielding
  • Phase III: Product Support/Sustainment
• For each phase, vendors must specify supported activities, functional areas, AI tool types, required/produced data formats, Government Purpose Rights (GPR) confirmation, workflow/integration capabilities, analytics/algorithms, expected outcomes/benefits, and relevant case studies.

Section 3: Pricing

• Vendors are to provide their pricing approach (e.g., Enterprise License, Per User License), a Rough Order of Magnitude (ROM) cost estimate for deployment and sustainment, and the format of their cost model.

Section 4: Additional Comments or Attachments

• A section for any other relevant information or supporting documents.

Vendors interested in providing AI tools to support Air Force Mobility Aircraft Acquisition Activities must use this form to submit their RFI responses. The form guides vendors on the specific information required, including technical capabilities, certifications, data rights, pricing, and performance metrics, by the submission deadline of March 20, 2026.
