The Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center/Mobility Aircraft Directorate (AFLCMC/WL) is conducting market research through a Request for Information (RFI) to identify current and emerging Artificial Intelligence (AI) tools that can accelerate Air Force Mobility Aircraft Acquisition activities. The goal is to improve the full lifecycle acquisition process and efficiently deliver high-quality hardware and software capabilities faster to Warfighters. Responses are due March 20, 2026.

Purpose & Scope

This RFI seeks information on Commercial Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) high Technology Readiness Level (TRL 7-9) AI tools, including Generative AI and Machine Learning, that are field-ready (Impact Level IL 5/6 certified or scheduled certification). These tools should be capable of improving the acquisition process across aircraft platform lifecycles, either independently or as part of a larger continuum, to accelerate fielding and support mobility aircraft capabilities. The focus is on tools that can deliver measurable improvements in the near term.

Areas of Interest

Vendors should provide information on AI tools addressing:

  • Efficiency in Acquisition: Reducing time, manpower, and cost.
  • AI Capabilities: Specific use cases in accelerating acquisitions and product support.
  • Data Handling & Security: Data usage, security, training, rights, and supported security levels.
  • Performance Monitoring: Assessing program risks, cost, schedule, technical performance.
  • Knowledge Sharing & Automation: Capturing knowledge, automating testing, reducing workload.
  • Practical Applications: Generating/editing acquisition documents, analyzing proposals.
  • Costing Models: Rough order of magnitude (ROM) cost models (enterprise, per license, tokens).
  • Integrability & Customizability: Compatibility with existing desktop applications, other AI platforms, and integration into workflow automation (CI/CD, DevOps, DevSecOps).
  • Interaction with Government Ecosystem: Interoperability with government data/toolchains via APIs/plugins, support for common data standards, and integration with existing RM, ALM, PLM, MBSE, and DevSecOps tools.
  • Tool Development Maturity: Assessed TRL and readiness for rapid use.
  • Product Roadmap: Current status and future development plans.

Notional Scenario

A notional scenario, "PEO Mobility Enterprise Connectivity in a Contested Environment," is provided to guide vendors in demonstrating how their AI capabilities can address lifecycle acquisition challenges across three phases: Requirements Definition through Contract Award, Procurement through Fielding, and Product Support/Sustainment.
