• CONUS DLA Distribution Sites: Lists specific DLA Distribution sites within each zone, along with their associated DoD Activity Address Code (DoDAAC). These are examples, and destinations are not restricted to these sites.
• Delivery Terms: Prices shall include delivery to all destinations within Zones 1 and 2, including APO/FPO addresses or CONUS Consolidation and Containerization Points (CCP) when the ultimate destination is OCONUS/overseas.
• Prohibition: Vendors may not propose alternate zones.

Solicitation / RFP / RFQ

This is a Combined Synopsis/Solicitation (CSS) to establish a Fixed Price with Economic Price Adjustment (FPw/EPA) Indefinite Delivery Indefinite Quantity (IDIQ) contract for Cushioning Material in various sizes. The contract will have a three-year ordering period, with firm-fixed-price (FFP) delivery orders. The government desires delivery within 30 calendar days after receipt of a delivery order.

• Procurement of cushioning material in various sizes.

• Delivery to multiple CONUS locations.

• Packaging and marking requirements per ASTM D3951-10 and MIL-STD-129R.

• Descriptive literature demonstrating understanding of technical requirements is required.

• Contract Type: Fixed Price with Economic Price Adjustment (FPw/EPA) IDIQ contract with FFP delivery orders.

• Ordering Period: Contract award through three (3) one-year ordering periods (Nov 1, 2025 - Oct 31, 2028).

• Guaranteed Minimum Value: $8,000.00 to be met within the first contract year.

• Maximum Value: Not to exceed 15% over the total overall lowest technically acceptable proposal.

• Economic Price Adjustment (EPA): Applies to the entire contract life, not individual years, with a 10% adjustment limit.

• Quotes must be submitted electronically via email by 3:00 PM EST on May 29, 2025.

• Facsimile and hard copy submissions will not be accepted.

• Quotes must include all required documentation.

• Evaluation will be based on Technical Capability (acceptable/unacceptable), Past Performance (acceptable/unacceptable), and Lowest Priced Technically Acceptable (LPTA).

• The Government reserves the right to reject any or all quotes.

• This acquisition is being solicited as a 100% Small Business Set Aside.

• Size Standard: 1,000 employees.

• A waiver to the nonmanufacturer rule exists for NAICS 326140.

• All documents, including amendments, are available electronically at www.sam.gov.
