Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for providing custodial, grounds maintenance, and pest control services at U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan, and outlying areas. The goal is to maintain a safe and comfortable environment.

The Performance Work Statement (PWS) is organized into annexes, with Annex 1 covering General Information and Annex 2 covering Management and Administration. Annexes 3 through 18 detail specific technical requirements for various services, including:

• Custodial Services (1503010)
• Pest Control Services (1503020)
• Grounds Maintenance and Landscaping (1503050)

The scope includes both recurring and non-recurring work items. The government reserves the right to acquire additional services at additional locations within the scope of the PWS.

Performance is based on a performance-based service acquisition (PBSA) approach, focusing on performance outcomes and measurable standards. Specific performance standards are detailed within each technical annex and sub-annex, ensuring facilities are clean, sightly, and pest-free.

The PWS applies to U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan, and outlying areas, including Atago Hills and SOFU Communication Site.

• Contractor-Furnished Items (CFI): The contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, and incidental engineering necessary, except for government-furnished items.
• Government-Furnished Items (GFI): Certain facilities, utilities, and equipment may be provided in an "AS-IS" condition.
• Safety: The contractor must develop and implement a comprehensive safety program, including an Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and comply with all applicable safety standards and regulations.
• Personnel: Specific personnel requirements, including key personnel (Project Manager, Quality Manager, Site Safety and Health Officer, Environmental Manager), certifications, training, and appearance, are detailed.
• Environmental Management: The contractor must comply with the Installation's Environmental Management System (EMS) goals and policy, including reducing hazardous materials, increasing recycling, and conserving energy and water.
• Security: Compliance with all security requirements, including access to installation, buildings, and controlled unclassified information, is mandatory.
