Performance Work Statement (PWS)

To provide custodial, disinfection, and artifact cleaning services for the National Museum United States Army (NMUSA) to ensure a clean, safe, and positive environment for visitors, employees, and volunteers, while preserving artifacts.

This PWS outlines the requirements for non-personal services including:

• Custodial Services: General cleaning, trash removal, restroom maintenance, floor care (sweeping, mopping, vacuuming, carpet cleaning), window and glass cleaning, and exterior area cleaning.

• Disinfection Services: A two-step process involving cleaning followed by disinfection of frequently touched surfaces and high-traffic areas, using approved EPA-registered disinfectants.

• Artifact Cleaning: Specialized cleaning of artifacts, cast figures, and tableau scenic elements within exhibit galleries, requiring careful handling and specific procedures.

• Specialized Tasks: Cleaning of specific areas like the MAMAVA Lactation Pod and wheelchairs, disposal of sharps medical waste, and immediate response for spills or weather-related issues.

• Services must be performed according to the standards prescribed in the PWS.

• A Quality Control Plan (QCP) is required, detailing procedures for identifying, preventing, and correcting defective services.

• Performance will be evaluated under a Government Quality Assurance Surveillance Plan (QASP).

• Specific tasks have defined standards and acceptable quality levels (AQLs).

• Place of Performance: National Museum United States Army, 1775 Liberty Avenue, Fort Belvoir, VA, 22060.

• Operating Hours: Services are required 24 hours a day, 7 days a week, 365 days a year, with specific contractor support hours for Day Porters, Floor Technicians, and Artifact/Gallery Cleaning.

• Personnel: Contractor personnel must undergo background checks and be E-Verified. Key personnel include Program Manager, Assistant Program Manager, and Quality Control Manager.

• Security: Compliance with NMUSA access control, background checks, and OPSEC requirements is mandatory.

• Training: Required training includes Anti-Terrorism (AT) Level I, OPSEC, iWATCH, Information Assurance (IA), and Personally Identifiable Information (PII).

• Materials & Equipment: Contractor must provide all necessary cleaning supplies, equipment (including HEPA vacuums), and PPE. Cleaning agents and hazardous materials require COR approval.

• Reporting: Includes submission of a Quality Control Plan, Work Plan, Safety Data Sheets (SDS), and Service Contract Reports (SCR) to SAM.gov.

• Environmental Compliance: Adherence to Fort Belvoir and Commonwealth of Virginia environmental policies is required.

• Space Use: Categorizes each room's primary function (e.g., Storage, Office, Showers, Telecom Room, Mechanical Room, Public, Custodial, AHF Vendor).
• Custodial Frequency: Specifies how often each area requires custodial attention (e.g., Daily, Monthly, Hourly, N/A).
• Task Matrix: Indicates which specific custodial tasks (referenced by codes like C.5.2, C.5.3.1, etc.) apply to each room and its frequency.
• Area Calculation: Provides the net square footage for each room.
• Landscaping Areas: Separate sheets detail specific landscape and planter areas for the "cafe terrace" and "MOH" locations, including measured and calculated dimensions and total square footage.

Request for Information (RFI)

This RFI is for planning purposes to gather information regarding custodial and artifact cleaning services for the National Museum of the United States Army (NMUSA). The government is seeking capable vendors to provide these services, which include custodial, disinfection, and artifact cleaning, 24 hours a day.
