This solicitation is for custodial services at Cedar Creek & Belle Grove National Historical Park (CEBE) in Virginia. The National Park Service (NPS) requires these services to maintain the Park Headquarters and Visitor Contact Station locations.

Custodial services include sweeping, mopping, vacuuming, dusting, emptying trash receptacles, and cleaning/disinfecting restrooms and bathrooms. Specific tasks include cleaning floors, walls, ceilings, fixtures, and restocking restroom supplies. The contractor will be responsible for providing cleaning supplies such as vacuum cleaners, mops, buckets, etc., while the park will provide paper products and soap. The contractor must also remove refuse from bins and clean/disinfect them.

• Contract Type: Firm-fixed-price.

• Period of Performance: Base period (08/01/2026 to 07/31/2027) with four (4) option periods, each for one year, extending through 07/31/2031.

• The acquisition utilizes "Revolutionary FAR Updates (RFO)" and "Simplified Procedures."

• Includes FAR Clause 52.217-8 – Option to Extend Services for up to six (6) months.

• Proposal Format: Two separate electronic files: File I (Technical Capability, Relevant Experience, Biobased Certification) and File II (Price Proposal).

• Evaluation: Lowest Price Technically Acceptable (LPTA) process. Proposals will be evaluated based on Technical Acceptability (Technical Approach, Relevant Experience/Past Performance, Biobased Certification) and Price. All technical sub-factors must be "Technically Acceptable" for the overall technical evaluation to be considered acceptable.

• This acquisition is a 100% set-aside for Small Business.

• A site visit is scheduled for May 19, 2026, at 1:00 PM Eastern Time at 8693 Valley Pike, Middletown, VA 22645, with a continuation at 2:00 PM Eastern Time at 7712 Main Street, Middletown, VA 22645.

• Contractors must have an active SAM registration at the time of award.

• Smoking is prohibited within the buildings.

• Drones/UAVs are not authorized.

• No weapons or firearms are authorized.

• The contractor must have a minimum of three (3) years of experience in commercial or institutional janitorial services.

• Employees must pass a National Park Service Background Tier I Security Check.

• The contract includes provisions for biobased and sustainable products.

• Hazardous materials handling and disposal must comply with federal, state, and local regulations.
