Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for custodial services at the Dam Complex Recreation Area of Coralville Lake Project, Iowa. The objective is to maintain a clean and sanitary environment across various recreational facilities.

The contractor shall provide all labor, materials, supplies, transportation, and equipment for custodial services at the Dam Complex, including but not limited to Linder Point Recreation Area, Tailwater East Recreation Area, Tailwater West Recreation Area, West Overlook Campground, East Overlook Day Use, Veterans Trail, Squire Point Trail, and Turkey Creek Day Use.

Services include daily cleaning of shower buildings, restrooms, comfort stations, drinking fountains, trash cans, outdoor recreation facilities, trailer dump stations, and interpretive displays. Picnic shelters, grills, and campfire rings require cleaning multiple times a week or weekly. Fish cleaning stations require twice-daily cleaning. Litter pickup and refuse collection are also daily tasks. Specific standards for cleanliness, odor control, and appearance are detailed for each facility type.

The contract period of performance is from April 20 to October 18, 2026, operating 7 days per week. The location is the Coralville Lake Project, Iowa.

• Insurance: The contractor must maintain Workmen's Compensation, Employer's Liability, General Liability/Bodily Injury, and Automobile Liability insurance at specified minimum amounts.
• Personnel: On-site presence is required daily. Personnel must possess a valid driver's license and be physically qualified for demanding tasks. Interaction with the public is expected.
• Pre-Work Conference: Attendance at a training and orientation meeting is mandatory.
• Plans: The contractor must submit an Accident Prevention Plan, Contingency Plan, and Quality Control Plan for approval.
• Living Quarters: Contractors have the option to live on-site in a government-provided RV site, which includes utilities. The contractor must supply a self-contained RV.
• Appearance & Conduct: A professional image must be maintained. Prohibited activities include commercial activities, conflicts of interest, and consumption of alcohol/drugs during duty hours.
• Environmental Controls: Compliance with all applicable environmental laws and regulations is required. Spills must be reported immediately.
• Security: All contract personnel must comply with security requirements, including background checks, AT Level I training, and identification badges. Access to federal facilities is subject to approval.
• Green Cleaning: The contractor must use government-supplied, non-toxic, non-petroleum based, and biodegradable cleaning products, adhering to EPA and USDA guidelines.
