Submission & Evaluation
Proposals must be submitted electronically through the PIEE system in three distinct volumes:
- Volume I: Solicitation, CLIN Structure, and Cost Breakout (using Attachment 3).
- Volume II: Technical Information and Direct/Indirect Labor Summary (using Attachment 4).
- Volume III: Past Performance Information (using Attachment 5). Evaluation will be based on a tradeoff process, where Technical Capability and Past Performance, when combined, are approximately equal to cost or price. Bidders must comply with DFARS Clause 252.222-7000 regarding the employment of local residents in Puerto Rico.
Key Requirements & Clarifications
- Wage Determination: Bidders must adhere to Wage Determination 2015-5707, Revision 28, for Puerto Rico, ensuring compliance with prevailing wage, federal, state, and local minimum wage laws (whichever is higher). Attachment 3 has been updated to clarify pricing schedule fields.
- Labor Estimation: Attachment 4 provides a labor summary, but contains calculation errors ('#DIV/0!'). Offerors are advised to perform their own labor hour estimations.
